Role Purpose

The Project Officer (PO) will support the implementation of the Melitta Coffee Project by providing project management, operational, administrative, monitoring, and stakeholder engagement support.

Working closely with the Project Coordinator and implementing partners, the Project Officer will contribute to planning, monitoring, reporting, coordination, and successful delivery of project activities aimed at strengthening the coffee value chain in Tarime.

The role requires adherence to Plan International’s safeguarding, gender equality, inclusion, diversity, and protection standards.


Key Responsibilities

1. Project Planning and Implementation

  • Maintain an updated overview of project plans, timelines, milestones, and deliverables.
  • Support implementation of project activities according to approved project proposals and donor agreements.
  • Assist in ensuring quality delivery of project interventions.
  • Monitor project progress and support timely achievement of targets.
  • Coordinate implementation activities with project partners and stakeholders.

2. Stakeholder Engagement and Partnership Development

  • Support identification and engagement of:
    • Agricultural input suppliers
    • Coffee sector private companies
    • Coffee value chain actors
  • Work closely with:
    • Coffee farmers
    • AMCOS (Agricultural Marketing Cooperative Societies)
    • WAMACU
    • Researchers
    • Regulatory institutions
    • Local Government Authorities
  • Facilitate collaboration among stakeholders to strengthen project outcomes.

3. Monitoring, Evaluation and Learning (MEL)

  • Support monitoring and evaluation activities.
  • Track project outputs and outcomes against the Results Framework.
  • Collect and analyze project data.
  • Assist in preparing monitoring reports and performance updates.
  • Support learning and knowledge-sharing initiatives.

4. Risk Management

  • Identify and document project risks.
  • Maintain project risk registers.
  • Monitor emerging contextual issues that may affect project implementation.
  • Support implementation of risk mitigation measures.

5. Financial Management

  • Support project financial administration.
  • Assist with:
    • Invoice processing
    • Expense reconciliation
    • Budget tracking
    • Financial reporting
  • Monitor expenditure against project budgets.

6. Procurement and Logistics

  • Support project procurement planning.
  • Maintain visibility of ongoing and upcoming procurements.
  • Update procurement plans regularly.
  • Ensure procurement activities comply with:
    • Plan International policies
    • Donor requirements
    • Applicable regulations

7. Reporting and Documentation

  • Contribute to drafting, editing, and formatting project reports.
  • Support development of donor reports and project documentation.
  • Conduct research and information gathering for project activities.
  • Maintain accurate project records.

8. Meetings and Events Coordination

  • Organize project meetings, workshops, and stakeholder engagements.
  • Coordinate logistics for events across project operational districts.
  • Prepare meeting materials and documentation.

9. Knowledge Management

  • Maintain project information and digital records.
  • Manage project documentation on SharePoint and other platforms.
  • Ensure project files are organized and accessible.
  • Promote documentation of lessons learned and best practices.

10. Compliance and Safeguarding

  • Ensure compliance with donor and organizational requirements.
  • Monitor approvals and waivers where necessary.
  • Adhere to Plan International policies on:
    • Child Protection
    • Safeguarding
    • Gender Equality
    • Inclusion and Diversity
    • Prevention of Sexual Harassment, Exploitation and Abuse (PSHEA)

Required Qualifications

Education

Bachelor’s Degree in one of the following fields:

  • Agribusiness
  • Agriculture Economics
  • Agriculture
  • Entrepreneurship
  • Business Administration
  • Commerce
  • Economics
  • Related discipline

Experience Requirements

  • Minimum 3 years of relevant experience in an international NGO environment.
  • Experience coordinating integrated multi-sectoral development projects.
  • Experience working with development partners and local government authorities.
  • Experience working with or alongside private sector organizations.
  • Experience within coffee production and value chain systems.
  • Experience engaging with:
    • Coffee farmers
    • AMCOS
    • WAMACU
    • Researchers
    • Regulatory institutions
  • Experience working with children and community-based programs is an added advantage.
  • Good understanding of Tanzania’s development and civil society landscape.
