Purpose of the Job
The Assistant Program Officer – Value Chain Development will lead efforts to support and manage technical teams involved in fisheries value chain development, with a particular focus on empowering women and youth.
The role provides leadership and management support to the Tanzania Country Office and contributes to the successful implementation of the WYEEFIMA Project by ensuring project targets are achieved efficiently and effectively.
Key Responsibilities
1. Project Planning
- Provide technical support in developing detailed Results Plans and project budgets.
- Support the design of training programs for:
- Women fish traders
- Youth fish traders
- Other fisheries value chain actors
- Assist project teams in developing annual and operational work plans.
2. Project Implementation
Technical Support
- Work with technical teams to prepare training materials covering:
- Fish Post-Harvest Handling (PHH) Management
- Business Management
- Fish Trade
- Enterprise Development
Business Development Support
- Support fisheries stakeholders in developing:
- Business cases
- Business plans
- Investment proposals
Market & Investment Analysis
- Provide technical support in conducting:
- Feasibility studies
- Market assessments
- Fish by-product investment analyses
Activity Implementation
- Implement planned project activities.
- Track project progress against:
- Milestones
- Key Performance Indicators (KPIs)
- Ensure compliance with donor and organizational standards.
3. Monitoring, Evaluation & Learning (MEL)
- Conduct periodic surveys to assess project performance.
- Collect and manage data for tracking project indicators.
- Support preparation of:
- Monthly reports
- Quarterly reports
- Document:
- Success stories
- Best practices
- Lessons learned
- Prepare reports, presentations, and infographics.
- Review reports submitted by:
- Field Assistants
- Resident Associates
- Consultants
- Monitor project risks, issues, outcomes, and impacts.
4. Finance & Administration
- Ensure compliance with:
- Financial regulations
- Project controls
- Operational procedures
- Support administrative operations of the Tanzania Country Office.
- Contribute to documentation and management of project records.
5. Information & Communication
- Build and maintain strategic relationships with:
- Government institutions
- Development partners
- Private sector actors
- Community stakeholders
- Support development of:
- Articles
- Press releases
- Learning materials
- Best practice documentation
6. Human Resource Management
Provide supervision and guidance to:
- Project Assistants
- Technical Assistants
- Resident Associates
- Village Agents
- Consultants
7. Fundraising & Resource Mobilization
- Contribute to fundraising initiatives within Tanzania.
- Support proposal development and quality assurance processes.
- Assist in resource mobilization efforts for new projects and partnerships.
Key Performance Indicators (KPIs)
The successful candidate will be expected to achieve:
Project Development
- Training materials for MSMEs, traders, and youth groups developed.
- Business cases and investment scenarios developed for fisheries stakeholders.
- Effective support provided to WYEEFIMA project partners.
Knowledge Management & Visibility
- At least four (4) annually published:
- Articles
- Blogs
- Podcasts
- TV features
- Radio messages
Reporting
- Accurate and timely monthly and quarterly reports submitted.
Administration & Compliance
- Effective support to HR and administrative functions.
- Proper utilization of project finances according to organizational policies.
Resource Mobilization
- At least two (2) project proposals submitted and successfully funded annually.
Brand Visibility
- Increased organizational visibility and recognition in Tanzania.
Educational Qualifications
Applicants must possess a Degree in one of the following fields:
- Agricultural Economics
- Business Management
- Entrepreneurship
- Natural Resource Economics
- Related Discipline
Experience Requirements
Mandatory Requirements
- Demonstrated experience in value chain development within rural settings.
- Minimum four (4) years of progressive experience in project management.
- Proven experience implementing value chain development initiatives targeting women and youth in Tanzania.
