Job Purpose

The Senior Specialist; Zonal Facilities is responsible for providing strategic oversight and technical leadership to ensure the physical integrity, operational efficiency, regulatory compliance, and brand consistency of all Bank facilities within the assigned Zone.

The role drives business continuity, optimizes the total cost of ownership through proactive facilities management, and oversees the complete lifecycle delivery of offsite ATMs and Customer Contact Points (CCPs). The position also ensures that all facilities comply with ISO 41001 Facilities Management Standards.


Key Responsibilities

1. Asset Management, Maintenance & Business Continuity (Hard Services)

The successful candidate will:

  • Lead Planned Preventive Maintenance (PPM) and routine health checks for Mechanical, Electrical, Plumbing (MEP), and Air Conditioning (AC) systems.
  • Coordinate 24/7 maintenance support and emergency repairs for physical and security systems.
  • Manage the lifecycle of non-ICT fixed assets, including asset verification, coding, disposal, and compliance.
  • Implement business continuity plans to respond to facility disruptions such as power outages, fire incidents, and security emergencies.
  • Oversee records and information management to ensure secure and compliant archival facilities.

2. Construction Project Leadership & Quality Assurance

Responsibilities include:

  • Managing end-to-end implementation of Offsite ATMs (OSAs) and Customer Contact Points (CCPs).
  • Conducting site assessments and coordinating design, procurement, construction, approvals, and project handovers.
  • Serving as the Zonal Quality Assurance Lead for branch construction projects.
  • Ensuring compliance with Bills of Quantities (BOQs), design standards, and workspace requirements.
  • Conducting technical feasibility studies for new branches and ATM locations.
  • Supporting construction lending through project verification and quality assessments.
  • Managing projects executed through the Force Account methodology.

3. Compliance, Soft Services & Administration

The role includes:

  • Ensuring compliance with statutory obligations, including:
    • Land Rent
    • Property Tax
    • Signage Fees
    • Other regulatory requirements
  • Managing lease agreements and landlord relationships.
  • Enforcing NMB branding and workspace standards.
  • Coordinating security arrangements with police, security providers, and local authorities.
  • Managing the zonal fleet and ensuring compliance with fleet policies.
  • Driving Environmental, Social, and Governance (ESG) sustainability initiatives.

4. Financial, Vendor & Risk Management

Key responsibilities include:

  • Managing contractor performance and Service Level Agreements (SLAs).
  • Supporting preparation and monitoring of facilities budgets.
  • Managing operational and capital expenditures.
  • Ensuring value-for-money in facilities projects.
  • Identifying and mitigating technical, safety, and operational risks.

Required Knowledge & Skills

Applicants should possess:

  • Advanced knowledge of property and facilities management.
  • Strong stakeholder management skills.
  • Excellent analytical and critical-thinking abilities.
  • Ability to manage multiple priorities under pressure.
  • Technical expertise in hard and soft facilities services.
  • Strong vendor and contract negotiation skills.
  • Budget planning and financial management skills.
  • Excellent written and verbal communication skills.
  • Financial due diligence capabilities.
  • Crisis and emergency management skills.

Qualifications & Experience

Applicants must have:

  • Bachelor’s Degree in:
    • Land Management and Valuation
    • Facilities Management
    • Civil Engineering
    • Building Economics
    • Or a related field.

Added Advantage:

  • Master’s Degree in Business Studies.
  • Postgraduate qualification in:
    • Real Estate
    • Project Management (PMP or equivalent).

Professional registration with relevant bodies such as:

  • Valuers Registration Board (VRB)
  • Engineers Registration Board
  • Royal Institution of Chartered Surveyors (RICS)

Experience requirements:

  • Minimum of 4 years of experience in a multi-site Properties and Facilities Management role.
  • Proven experience managing and delivering distributed construction projects such as:
    • Offsite ATMs
    • Banking kiosks
    • Customer Contact Points (CCPs)
