Job Summary
The Project Officer – Birth Registration and Legal Identity Project will support the implementation, coordination, monitoring, and reporting of project activities aimed at improving access to birth registration and legal identity services for children and families.
The role involves working closely with Local Government Authorities (LGAs), Registration Insolvency and Trusteeship Agency (RITA), National Identification Authority (NIDA), schools, health facilities, community structures, and other stakeholders.
The Project Officer will provide technical support on Social and Behaviour Change (SBC), community mobilization, child protection, digital birth registration systems, monitoring, reporting, and capacity building.
Key Responsibilities
1. Project Implementation and Coordination (35%)
The Project Officer will:
- Coordinate daily implementation of project activities in assigned districts.
- Develop monthly and quarterly activity schedules based on approved work plans.
- Ensure timely delivery of community-based interventions.
- Organize:
- District inception meetings
- Planning sessions
- Review meetings
- Provide technical support to community facilitators and volunteers.
- Supervise project activities to ensure quality and compliance.
- Identify implementation challenges and recommend solutions.
- Ensure activities are completed within approved budgets and timelines.
Expected Result:
Project activities are successfully implemented according to World Vision and donor standards, improving access to birth registration and legal identity services.
2. Technical Support and Capacity Building (20%)
Responsibilities include:
- Support Social and Behaviour Change (SBC) interventions.
- Facilitate community engagement and behavioural assessment activities.
- Coordinate:
- Parenting education sessions
- Community dialogues
- Awareness campaigns
- Strengthen referral systems for birth registration services.
- Promote digital birth registration systems such as e-RITA.
- Train and mentor:
- Community Health Workers
- Teachers
- Child Protection Committees
- Youth leaders
- Faith leaders
- Promote:
- Gender equality
- Disability inclusion
- Child protection
Expected Result:
Government and community stakeholders gain capacity to promote birth registration and legal identity services.
3. Government and Stakeholder Engagement (15%)
The Project Officer will:
- Coordinate with:
- District Councils
- RITA
- NIDA
- Government departments
- Maintain communication with implementing partners.
- Facilitate district coordination meetings.
- Conduct joint supportive supervision visits.
- Strengthen partnerships with:
- Schools
- Health facilities
- Faith-based organizations
- Community groups
- Represent World Vision in technical meetings when assigned.
Expected Result:
Strong partnerships are maintained to improve delivery of birth registration services.
4. Monitoring, Learning and Reporting (15%)
Responsibilities include:
- Collect, verify, and report project data.
- Maintain accurate project documentation.
- Conduct monitoring visits.
- Support data quality assurance.
- Prepare:
- Monthly reports
- Quarterly progress reports
- Document:
- Success stories
- Lessons learned
- Best practices
- Support donor monitoring visits and programme reviews.
Expected Result:
Accurate reports and quality data support decision-making and project improvement.
5. Financial and Administrative Management (10%)
The Project Officer will:
- Prepare activity budgets and expenditure forecasts.
- Monitor project expenses.
- Ensure compliance with procurement and financial procedures.
- Support timely liquidation of funds.
- Maintain expenditure documentation.
- Promote value-for-money implementation.
6. Safeguarding, Accountability and Compliance (5%)
Responsibilities include:
- Promote child safeguarding standards.
- Support prevention of sexual exploitation and abuse (PSEA).
- Ensure Accountability to Affected Populations (AAP).
- Support community feedback mechanisms.
- Promote ethical conduct among staff, volunteers, and partners.
- Ensure compliance with World Vision policies.
Required Qualifications and Experience
Education
Bachelor’s degree in:
- Social Work
- Community Development
- Social Sciences
- Sociology
- Education
- Development Studies
- Public Administration
- Project Management
- Related fields
Professional Experience
Applicants should have:
- 3–5 years’ experience implementing donor-funded development programmes.
- Experience working with:
- NGOs
- UN agencies
- International development partners
- Experience in:
- Social and Behaviour Change (SBC)
- Child Protection
- Public Health
- Civil Registration and Vital Statistics (CRVS)
- Education
- Governance
- Community Development
- Experience facilitating community training and capacity building.
- Experience in project monitoring, reporting, and documentation.
- Experience coordinating district and community stakeholders.
- Strong computer skills and experience using digital data collection platforms.
