Job Summary

The Senior Technical Advisor (STA), Health Systems Strengthening and Demand Planning, provides technical and operational leadership for supply chain activities focused on strengthening national demand planning, forecasting, and supply planning systems across HIV/AIDS, TB, MNCH, NTDs, and essential medicines.

The role is responsible for leading technical teams, managing project implementation, supporting government and stakeholder capacity building, ensuring compliance with donor requirements, and promoting evidence-based forecasting and supply planning practices.

Key Responsibilities

1. Technical Leadership and Supply Chain Strengthening

• Provide technical leadership for complex supply chain and demand planning initiatives.
• Lead national demand creation, forecasting, and supply planning activities within approved budgets.
• Develop strategies, tools, and best practices for supply chain strengthening.
• Interpret data findings and provide recommendations for system improvements.
• Support the development of national guidelines and policies related to supply chain activities.
• Ensure project activities align with donor requirements, government policies, and industry best practices.

2. Demand Planning and Quantification

• Oversee national commodity quantification activities for:
  • HIV/AIDS programs
  • Tuberculosis (TB)
  • Malaria
  • Maternal, Newborn and Child Health (MNCH)
  • Essential medicines
• Provide technical support to:
  • Ministry of Health (MoH)
  • Pharmaceutical Services Unit (PSU)
  • Medical Stores Department (MSD)
  • National AIDS, STI and Hepatitis Control Programme (NASHCoP)
  • National Malaria Control Programme (NMCP)
  • Reproductive and Child Health (RCH)
• Mentor stakeholders on:
  • Pipeline analysis
  • Supply monitoring
  • Commodity budgeting
  • Resource planning

3. Project Management and Team Supervision

• Manage technical staff and oversee daily project implementation.
• Coordinate activities among technical and program teams.
• Support annual work planning and budgeting processes.
• Monitor implementation progress against timelines and project objectives.
• Provide coaching, mentoring, and capacity building to staff and government counterparts.

4. Stakeholder Engagement and Donor Relations

• Participate in donor and stakeholder meetings.
• Prepare technical reports, presentations, and project updates.
• Represent the project in professional meetings and conferences.
• Maintain strong relationships with:
  • Government agencies
  • Donors
  • NGOs
  • Development partners
• Provide technical input into proposals and business development activities.

Education Requirements

Required:

• Bachelor’s degree in:

  • Related fields

Preferred:

• Master’s degree in:

  • Laboratory Sciences

Experience Requirements

Applicants must have:

• 14+ years of progressive professional experience in:
  • Public health supply chain management
  • Demand planning
  • Quantification
  • Forecasting
  • Commodity security
  • Related technical areas
• Demonstrated experience leading national-level quantification activities for:
  • Malaria
  • HIV/AIDS
  • Tuberculosis
  • MNCH commodities
• Experience working with:
  • Government of Tanzania
  • NGOs
  • Donor-funded health programs
• Experience with US Government-funded projects is desirable.
• Excellent written and spoken English skills.
• Ability to work independently and travel within Tanzania.

Salary Range

Expected annual basic salary:

TZS 90,000,000 – 130,000,000

Salary determination depends on:
