Main Purpose
The Laboratory Manager will define, implement, and monitor laboratory activities within the project area, including managing laboratory staff and ensuring the quality of laboratory services in accordance with MSF protocols.
Key Responsibilities
1. Laboratory Management
- Participate in defining and updating laboratory activities and the associated budget.
- Support medical diagnosis and treatment through effective laboratory services.
- Supervise laboratory activities at health facilities.
- Perform quality-control tests and analyses.
- Ensure laboratory activities comply with established quality standards.
2. Laboratory Testing and Quality Control
Ensure that laboratory tests are correctly performed according to prescriptions, including:
- Serology
- Hematology
- Biochemistry
- Bacteriology
- Parasitology
- Compatibility testing
- Ensure preparation and submission of slides and samples for external quality control.
- Ensure proper calibration of automated laboratory instruments.
- Maintain accurate inventories of laboratory materials and equipment.
3. Hygiene and Safety
- Ensure implementation of laboratory hygiene and safety protocols.
- Ensure appropriate use of protective clothing and equipment.
- Promote universal precautions and individual and collective protection measures.
- Ensure cleaning personnel are informed about laboratory biohazards.
4. Documentation and Data Management
- Ensure proper registration and recordkeeping of laboratory activities.
- Ensure correct use of laboratory management tools, including EpyTryp.
- Maintain complete and accurate laboratory documentation.
- Ensure confidentiality of patients’ laboratory results.
- Compile, analyse, and report laboratory activities and results.
5. Equipment and Supplies
- Supervise the appropriate use of medical devices in coordination with the biomedical service.
- Ensure laboratory equipment is available and functional.
- Monitor equipment maintenance and calibration.
- Anticipate future requirements for laboratory equipment and materials.
- Monitor consumption of MSF reagents according to MSF–Ministry of Health procedures.
6. Staff Management and Development
In coordination with Human Resources:
- Plan and supervise recruitment processes.
- Train laboratory staff.
- Conduct staff performance evaluations.
- Support staff development.
- Improve staff technical capabilities.
- Ensure appropriate staffing levels.
- Facilitate effective internal and external communication.
7. Reporting and Epidemiological Support
- Report laboratory activities and results to medical staff and the immediate supervisor.
- Provide data on:
- Complications
- Number and types of tests performed
- Laboratory staff issues
- Material and equipment problems
- Participate in the preparation of epidemiological reports related to MSF health services.
MSF Context-Specific Responsibilities
The Laboratory Manager will also:
- Co-manage laboratory activities with the Ministry of Health laboratory management team.
- Serve as the focal point between MSF and the Ministry of Health on laboratory matters.
- Oversee and monitor laboratory cold-chain management.
- Ensure availability and implementation of the MSF minimum laboratory package at:
- Liwale District Hospital
- Barikiwa Health Facility
- Kibutuka Health Facility
- Monitor the performance, maintenance, and quality control of point-of-care instruments and rapid diagnostic tests at:
- Lilombe Dispensary
- Kimambi Dispensary
- Ensure laboratory documentation complies with MSF and Ministry of Health standards.
- Provide technical support to the Liwale District Hospital laboratory in accordance with ISO 15189 quality-management standards.
- Monitor MSF reagent consumption.
- Ensure accurate, timely, and complete laboratory data reporting.
Qualifications and Requirements
Education and Professional Registration
Applicants must have:
- A Bachelor’s degree in:
- Medical Laboratory Sciences
- Biomedical Laboratory Sciences
- Medical Microbiology
- Another closely related laboratory or biomedical science discipline
- Qualification must be from a recognized institution.
- Current professional registration and a valid practising licence from the relevant regulatory body, where applicable.
Desirable: Specialization or training in tropical diseases or other laboratory-related fields.
Experience
Applicants should have:
- At least 2 years of experience as a laboratory technician.
- Previous MSF or NGO experience is an advantage.
- Experience working in developing countries is an added advantage.
Languages
- Good spoken and written English
- Good spoken and written Kiswahili
Computer Skills
Applicants should have essential computer literacy, including:
- Microsoft Word
- Microsoft Excel
