Main Purpose of the Position
The Health Promotion IEC Officer will implement Health Promotion and Information, Education and Communication (IEC) activities with patients and local communities to increase knowledge and skills on relevant health and medical topics.
Key Responsibilities
1. Health Education and Service Promotion
- Lead the development, testing, and delivery of community health education materials and activities.
- Supervise Community Health Worker (CHW) teams.
- Ensure effective patient counselling and health talks.
- Support digital Health Promotion implementation.
2. Situation Analysis and Community Feedback
- Conduct rapid community assessments.
- Collect and document community feedback, rumours, and concerns.
- Encode collected data.
- Report critical issues, including security concerns and health-seeking behaviour, to project coordination.
3. Social Networking and Community Engagement
- Build and maintain relationships with community leaders, partners, and other stakeholders.
- Collaborate with NGOs, government health services, Traditional Birth Attendants (TBAs), and other relevant partners.
- Lead community meetings.
- Maintain updated community mapping.
4. Community-Based Surveillance
- Oversee CHW community-surveillance activities.
- Support active and passive case finding.
- Support linkage to care and patient tracing.
- Ensure accurate data collection, encoding, and database management.
5. Community Case Management
- Coordinate community participation in case-management initiatives.
- Supervise, train, and coach CHWs.
- Ensure effective implementation of community case-management activities.
6. Supportive Community Environments
- Develop stigma-reduction initiatives.
- Establish and support:
- Friendly spaces
- Youth clubs
- Health committees
- Anti-stigma campaigns
- Promote positive health-seeking behaviour within communities.
7. Team Management
- Plan, organize, and supervise CHW team activities and meetings.
- Collaborate with the HPCE Supervisor.
- Monitor team performance and ensure effective implementation of planned activities.
MSF-Specific Responsibilities
The successful candidate will also:
- Organize and oversee health education sessions at health facilities and in communities.
- Train, supervise, and demonstrate activities to Community Health Workers.
- Engage communities in Health Promotion and Community Engagement (HP/CE) activities.
- Collect information on pregnant women and children under five.
- Conduct participatory activities such as:
- Focus Group Discussions (FGDs)
- Patient Satisfaction and Experience Surveys
- Welcome and Discharge Talks
- Global and National Health Day activities
- Parents’ meetings in schools
- Identify key community actors, including:
- Local authorities
- Village committees
- Local NGOs
- Traditional healers
- Community focal persons
- Organize and train the Health Promotion team.
- Provide evaluation, coaching, and technical support to the Health Promotion team.
- Collect reports and update information on tracing, defaulters, and referrals.
- Provide supportive supervision to iCCM implementers.
- Ensure quality iCCM service delivery and timely referrals.
- Adapt community engagement activities to pastoralist contexts.
- Hold regular meetings with Ministry of Health staff and health-facility in-charges.
- Conduct field visits with Ministry of Health Community Coordinators.
- Support the recruitment of CHWs according to applicable Standard Operating Procedures.
- Ensure IEC areas are clean and properly maintained.
- Translate IEC materials into local languages.
- Report information concerning the health situation of patients and communities, including:
- Lost-to-follow-up cases
- Rumours
- Disease outbreaks
- Other relevant health information
- Identify gaps, challenges, and opportunities for improvement.
- Report identified issues to the IECHP Manager.
Qualifications and Requirements
Education
Applicants should have a Bachelor’s degree in one of the following fields:
- Social Sciences
- Social Work
- Behavioural Sciences
- Public Health
- Community Health
- Nursing
- Teaching
Experience
Previous experience in any of the following is preferred:
- Teaching
- Nursing
- Social Work
- Community Mobilisation
Languages
- Good spoken and written English
- Good spoken and written Kiswahili
Computer Skills
Essential computer literacy, including:
- Microsoft Word
- Microsoft Excel
- Internet use
