Job Overview

World Vision Tanzania is seeking a senior Chief of Party (CoP) to provide overall leadership for the Faith and Community Initiative (FCI) in Tanzania.

The Chief of Party will be responsible for programme leadership, strategic government and donor engagement, consortium management, technical oversight, financial stewardship, sustainability, risk management, and achievement of programme results.

This is a very senior leadership position requiring a minimum of 10 years of progressively responsible experience managing large-scale donor-funded health programmes.

Key Responsibilities

1. In-Country Leadership & Programme Management – 20%

  • Provide overall leadership and management of the FCI Tanzania programme.
  • Ensure achievement of programme goals, objectives, and results.
  • Lead development and implementation of the FCI Tanzania Country Implementation Plan.
  • Translate global FCI guidance into Tanzania-specific strategies, work plans, budgets, and performance milestones.
  • Contextualize the FCI model to Tanzania’s health-system architecture, policies, disease burden, geographic priorities, and faith-based health-service environment.
  • Ensure compliance with donor requirements, World Vision policies, national policies, technical standards, and Tanzanian laws.
  • Ensure efficient use of resources under the FCI 80/20 principle, maximizing resources reaching frontline services.

2. Government, Donor & External Relations

The Chief of Party will serve as a major representative of FCI and develop relationships with:

  • U.S. Embassy and GHSD country team
  • Ministry of Health
  • PO-RALG
  • Ministry of Finance
  • National HIV/AIDS programme structures
  • National Tuberculosis and Leprosy Programme
  • Malaria programme structures
  • RMNCAH and nutrition programmes
  • Community-health and health-promotion structures
  • Health-information and digital-health units
  • Medical Stores Department and relevant supply-chain actors
  • Regional, council, and local government health authorities
  • Christian Health Associations
  • Faith-Based Organizations
  • Global Fund and other major development partners
  • CDC/PEPFAR/GHSD programmes

The role also involves representing FCI in national coordination and steering structures and ensuring the programme complements existing government and donor investments.

3. Government Ownership & Sustainability – 15%

  • Lead negotiations with government authorities to transition FCI-supported activities into government ownership.
  • Develop and implement a country-specific sustainability and transition plan.
  • Secure government commitments and domestic financing.
  • Support absorption of health workers, facilities, community platforms, commodities, and data systems into government structures.
  • Advocate for integration of faith-based facilities and staff into national health systems.
  • Monitor progress against transition milestones.
  • Identify and escalate risks affecting government ownership and sustainability.

4. Staff, Consortium & Operations Management – 15%

  • Lead and motivate the FCI country team.
  • Manage consortium members and sub-partners.
  • Oversee operations, logistics, procurement, and administration.
  • Coordinate World Vision Tanzania with consortium members, FBOs, community partners, and other implementing organizations.
  • Directly supervise:
    • Country Technical Director
    • Finance & Compliance Manager
    • MEL Manager
  • Establish a culture of collaboration, accountability, learning, integrity, safeguarding, and performance.

5. Technical Quality, Performance & Learning – 20%

Provide strategic oversight across integrated health programming, including:

  • HIV
  • Tuberculosis
  • Malaria
  • Maternal, newborn, child and adolescent health
  • Nutrition
  • Community health
  • Health systems strengthening

Key activities include:

  • Monitor programme performance against targets and indicators.
  • Chair programme performance and technical review meetings.
  • Identify implementation bottlenecks and performance gaps.
  • Ensure corrective actions are implemented.
  • Integrate programme, service-delivery, and financial data for decision-making.
  • Oversee the hub-and-spoke service-delivery model.
  • Strengthen referral and counter-referral systems.
  • Promote quality-improvement approaches and root-cause analysis.
  • Ensure programmes respond to regional and epidemiological differences.
  • Promote integration with Government of Tanzania health-information systems.
  • Strengthen data quality and evidence-based decision-making.
  • Lead adaptive management based on programme performance and stakeholder feedback.

6. Grant, Financial, Compliance & Risk Management – 15%

The Chief of Party has overall accountability for:

  • Programme administration
  • Financial management
  • Grant and contract management
  • Partner management
  • Resource stewardship
  • Donor compliance
  • Risk management

The role will oversee:

  • Burn rate
  • Budget versus actual expenditure
  • Cash flow
  • Partner advances
  • Procurement
  • Cost efficiency
  • Compliance
  • Audit readiness
  • Financial risks

The CoP must also ensure expenditure is reasonable, allowable, allocable, properly documented, and aligned with programme objectives.

Risks involving programme delivery, finance, safeguarding, security, and reputation must be identified and mitigated promptly.

Qualifications & Experience

Required Experience

The position requires:

Minimum 10 years of progressively responsible experience

Specifically in large-scale, donor-funded health programmes, including significant experience in:

  • Senior leadership
  • Programme management
  • Financial oversight
  • Staff supervision
  • Donor engagement
  • Government relations
  • Consortium management
  • Partner management

Senior Leadership Experience

Experience as a:

  • Chief of Party
  • Deputy Chief of Party

is strongly preferred.

Donor Experience

Strong experience with major institutional health donors is preferred, particularly:

  • PEPFAR
  • CDC

  • Other major institutional health donors

Government & Stakeholder Engagement

Candidates should have demonstrated experience working with:

  • Ministries of Health
  • Ministries of Finance

  • Community organizations

Sustainability & Transition

Education
