Job Overview

World Vision Tanzania is seeking a Technical Director to provide senior technical leadership for the Faith and Community Initiative (FCI).

The position will lead the technical design, implementation, quality assurance, health-systems strengthening, capacity building, performance improvement, and adaptation of FCI’s integrated health programme in Tanzania.

The role covers HIV, TB, malaria, maternal and child health, nutrition, community health, health systems strengthening, faith-based health services, and community–facility linkages.


Key Responsibilities

1. Technical Leadership & Local Adaptation – 20%

  • Provide overall technical direction for FCI Tanzania.
  • Work closely with the Chief of Party and Global FCI Technical Director.
  • Adapt global FCI strategies, standards, tools, and protocols to Tanzania.
  • Ensure technical implementation aligns with Ministry of Health policies and national guidelines.
  • Oversee technical activities across government and faith-based health facilities.
  • Provide technical oversight for HIV, TB, malaria, maternal and child health, and nutrition services.
  • Strengthen referral systems, continuity of care, and service quality.
  • Ensure integration between government and faith-based health systems.

2. Integrated Service Delivery & Health Systems Strengthening – 20%

The Technical Director will oversee the hub-and-spoke service-delivery model, ensuring effective connections between:

  • Government health facilities
  • Faith-based health facilities
  • Community platforms
  • Community health workers
  • Regional and district health structures

Key responsibilities include:

  • Integrating HIV, TB, malaria, RMNCAH, nutrition, and community health services.
  • Strengthening referral and counter-referral systems.
  • Improving continuity of care and client follow-up.
  • Working with the Ministry of Health, PO-RALG, RHMTs, and CHMTs.
  • Strengthening community-to-facility linkages.
  • Supporting frontline health-worker training and mentorship.
  • Identifying workforce capacity gaps.
  • Strengthening supportive supervision.
  • Implementing continuous quality improvement (CQI).
  • Improving coordination between government and faith-based health systems.
  • Strengthening laboratories, diagnostics, supply chains, and health-information systems.
  • Using programme data to improve service delivery.
  • Promoting approaches that can be institutionalized and scaled through existing health systems.

3. Government & Stakeholder Technical Relations – 15%

The role requires strong relationships with:

  • Representing FCI in technical working groups and coordination forums.
  • Ensuring FCI aligns with national policies and standards.
  • Coordinating with existing health programmes to avoid duplication.
  • Strengthening technical collaboration between government and faith-based health providers.
  • Supporting community-level partners in treatment follow-up, adherence, treatment literacy, and re-engagement in care.

4. Technical Performance, Evidence & Adaptive Management – 15%

  • Review programme performance against technical targets and standards.
  • Analyze service-delivery, referral, and quality-of-care data.
  • Identify technical gaps and implementation bottlenecks.
  • Develop corrective actions.
  • Lead technical performance-review meetings.
  • Promote evidence-based and adaptive management.
  • Use HMIS/DHIS2 and other approved national information systems.
  • Document technical innovations and lessons learned.
  • Promote cross-hub learning and peer exchange.
  • Use programme evidence to inform institutionalization and scale-up.

5. Technical Quality, Capacity & Learning – 15%

  • Establish and oversee a technical quality-assurance framework.
  • Conduct supportive supervision and technical reviews.
  • Monitor quality across hubs, spokes, and community platforms.
  • Measure referral completion, counter-referral, continuity of care, and client outcomes.
  • Train, mentor, and coach staff and implementing partners.
  • Strengthen technical capacity of faith-based health facilities.
  • Support community and faith engagement.
  • Address issues such as:
    • Treatment literacy
    • Stigma
    • Health-seeking behaviour
    • Gender norms
    • Male engagement
    • Adolescent and youth barriers
  • Work with the MEL Manager to use dashboards and programme data for CQI.
  • Promote alignment with national HMIS/DHIS2 systems.
  • Document innovations, lessons, and promising practices.
  • Promote South-to-South and cross-country learning.

6. Team Management & Work Planning – 15%

  • Manage and technically supervise FCI technical staff.
  • Establish performance expectations.
  • Coach and mentor technical personnel.
  • Coordinate technical planning among World Vision, consortium members, FBOs, and community partners.
  • Provide technical input into:
    • Annual work plans
    • Budgets
    • Geographic priorities
    • Partner scopes
    • Procurement specifications
    • Implementation schedules
  • Review partner work plans and technical performance.
  • Recommend corrective actions where required.
  • Ensure resources are appropriately directed toward frontline health services.

Qualifications & Experience

Required Professional Experience

The position requires:

8–10 years of progressively responsible technical experience

Experience should be in integrated health programming, including areas such as:

  • HIV
  • TB
  • Malaria
  • Maternal, newborn and child health
  • Nutrition
  • Health systems strengthening

Experience in Tanzania or a comparable context is required.

Candidates should also have:

  • Senior technical leadership experience on complex donor-funded health programmes.
  • Strong experience in at least two priority technical areas.
  • HIV/TB and health-systems/service-delivery experience are strongly preferred.
  • Experience working with Tanzania’s Ministry of Health, PO-RALG, RHMTs, CHMTs, and LGAs.
  • Experience with community–facility linkages.
  • Experience with referral and counter-referral systems.
  • Experience strengthening frontline health workers.
  • Experience with supportive supervision and CQI.
  • Experience with USG/GHSD/PEPFAR or Global Fund programmes is strongly preferred.
  • Experience with Christian Health Associations or faith-based health facilities is highly desirable.
  • Experience coordinating multiple implementing partners.
  • Excellent technical writing, communication, presentation, and stakeholder-management skills.
  • Excellent English and Kiswahili communication skills.

Required

Master’s degree in one of the following or a closely related field:
