Context and Purpose of the Role
The Human Resources Officer will develop, advise on and implement HR policies relating to the effective management and utilization of employees at Fema Mining & Drilling Limited.
The role aims to ensure that the company employs the right people in the right roles based on their capabilities, skills and experience. The position will also help create an encouraging working environment where employees can perform effectively, achieve business objectives and gain personal satisfaction.
The HR Officer will provide direct support to the HR Manager by delivering human resources transactional services to assigned departments in accordance with Fema Mining’s HR policies, standards, systems and applicable labour relations regulations.
Key Responsibilities
1. Safety
- Work collaboratively with line management to promote a safe working environment, culture and behaviours within the respective department of supervision.
2. HR Planning
- Support departmental line managers in developing and implementing HR plans covering:
- Labour requirements
- Labour costs
- Labour productivity
- Operational efficiencies
- Consider both immediate and long-term staffing requirements in terms of employee numbers and required skill levels.
3. Organisation Structure and Role Descriptions
- Participate in updating the organization’s structure.
- Prepare role descriptions for the respective departments or sections.
- Ensure every employee has a clearly defined role description.
- Ensure every position within the organizational structure is properly defined.
4. Recruitment and Selection
- Assist line managers in updating role descriptions.
- Support the preparation and publication of job advertisements.
- Review and check applications.
- Coordinate candidate shortlisting and interviews.
- Provide feedback to candidates.
- Support managers in selecting suitable candidates.
- Conduct or coordinate security checks and reference checks.
- Prepare employment offers.
- Conduct HR induction for new employees.
5. HR Policies and Procedures
- Work closely with departmental managers in a consultancy and monitoring capacity.
- Assist line managers in understanding and implementing HR policies and procedures.
- Respond to employee queries concerning HR policies and procedures.
- Ensure HR policies and procedures remain aligned with applicable Tanzanian labour laws.
Qualifications and Experience
Education
Candidates should have a Bachelor’s Degree in one of the following fields:
- Human Resources Management
- Public Administration
- Business Administration
- Social Sciences
- Law
An Advanced Diploma in any of the following or related fields is also specified:
- Public Administration
- Management
- Sociology
- Manpower Planning
- Human Resources Management
- Other related fields
Experience
- At least 3 years of experience in Human Resources, Administration and HR systems.
- Experience in the mining industry or a related industry is preferred.
- Experience working in a relatively large organization with more than 100 employees is preferred.
Required Knowledge
- Good knowledge of Tanzanian labour laws.
- Understanding of the Employment and Labour Relations Act, 2014 and its Regulations.
- Knowledge of employment practices.
