Develop and Deliver Career Counseling and Recruitment Resources Training to Staff at Partner FDCs

2. Organization Background

Colleges and Institutes Canada (CICan) is implementing the Empowerment through Skills Program (ESP) in Tanzania.

  • Program Duration: 2021–2028 (7 years)
  • Implementing Partner: Ministry of Education, Science and Technology (MoEST) – Department of Technical and Vocational Training (DTVET)
  • Funder: Government of Canada

Program Goal

Improved economic participation by women and adolescent girls in Tanzania.

The program works with:

  • Folk Development Colleges (FDCs)
  • Community-Based Organizations (CBOs)
  • Canadian colleges and institutes

3. Purpose of the Consultancy

ESP seeks an individual consultant or consultancy firm to:

  • Develop career counselling and recruitment toolkits
  • Deliver training sessions for staff across 12 partner FDCs

  • Job market integration
  • Personal development

Language Requirement:

  • Training materials: English & Kiswahili (no machine translation allowed)
  • Training delivery: Kiswahili

4. Scope of Work (Key Tasks)

The consultant/firm will:

4.1 Needs Assessment & Research

  • Engage CICan/ESP to assess FDC training needs
  • Conduct desk review of:
    • FDC programs
    • ESP short courses
    • National TVET & labor policies
    • Labor market trends
  • Conduct minimum 3 site visits to FDCs
  • Submit findings report

4.2 Toolkit Development

Develop 3 career counselling and recruitment toolkits:

1. Career Path Advising & Planning

  • Identifying interests and strengths
  • Career exploration
  • Goal setting

2. Employer Alignment & Recruitment Readiness

  • CV writing
  • Job search skills
  • Interview preparation
  • Networking

3. Counseling, Transition & Personal Development

  • Counseling techniques
  • Soft skills training
  • Confidence building
  • Life planning

4.3 Training Delivery

  • Deliver minimum 3 regional trainings for FDC staff
  • Training must be in Kiswahili
  • Provide facilitator guide/manual
  • Ensure sustainability and practical application

4.4 Reporting

  • Draft and final workplans
  • Site visit report
  • Training report
  • Final consultancy report with recommendations

6. Qualifications & Experience

Required

  • Bachelor’s degree in:
    • Education, Career Development, HR Development, Psychology, Social Sciences or related field
  • Master’s degree preferred
  • 5–7 years experience in:
    • Career counseling
    • Employment services
    • TVET or skills development in Tanzania
  • Experience developing training materials/toolkits
  • Strong knowledge of:
    • Tanzanian labor market
    • TVET system
    • Youth employment challenges
  • Excellent Kiswahili & English communication skills
  • ICT skills (MS Teams, Zoom, Word, Excel, PowerPoint, Email)

Added Advantage

  • Experience with FDCs or similar institutions
  • Gender-sensitive program design
  • Familiarity with:
    • Gender Equality policies in Tanzania
    • SDGs
    • International development frameworks (e.g. Canada FIAP)

7. Reporting Line

  • Reports to: Manager of Operations, Programs and Partnerships (CICan)
  • Expected to work independently with high autonomy

8. Duration & Budget

  • Duration: 6 months
  • Budget Ceiling: 75,000,000 TZS
  • Travel & communication reimbursed based on actuals
  • CICan covers participant logistics (travel, venue, etc.)
