Clinical Quality Director – 1 Position

Job Summary

The Clinical Quality Director will provide strategic leadership and oversight to ensure the delivery of high-quality, safe and client-centred clinical services across MSI Tanzania’s health service system.

The position will strengthen clinical governance, quality assurance and continuous quality improvement systems while supporting the achievement of programme targets. As a member of the Executive Management Team (EMT), the Clinical Quality Director will report to the Country Director and provide leadership on clinical governance, quality of care, client safety, workforce capability and clinical risk.

The role will also lead the Clinical Quality team and ensure compliance with national and MSI global standards.

Key Responsibilities

1. Clinical Governance and Programme Leadership

  • Lead the development, implementation and continuous strengthening of MSI Tanzania’s Clinical Governance Framework.
  • Ensure compliance with the MSI and Ministry of Health Clinical Governance Framework and clinical risk management requirements.
  • Establish and monitor clinical audit systems across all service delivery channels.
  • Identify and address gaps in technical quality and clinical performance.
  • Lead capacity-building programmes for clinical service delivery staff.
  • Provide clinical governance and client safety oversight for new services, programme expansion and organisational growth.
  • Advise senior management and operational leads on achieving programme targets while maintaining client safety.
  • Convene the MSI Tanzania Medical Advisory Team (MAT) quarterly and ensure agreed actions are implemented.
  • Lead identification, assessment, mitigation and escalation of clinical risks.
  • Coordinate Clinical Directorate business plan inputs and ensure adequate resources for quality assurance.
  • Ensure appropriate systems are in place for the prevention and detection of fraud and compliance with fraud and bribery policies.

2. Clinical Quality Assurance

  • Oversee routine clinical audits across all service delivery channels.
  • Support the development and capacity strengthening of clinical auditors and supervisors.
  • Ensure all service providers are appropriately registered, competent and assessed for the services they provide.
  • Translate competency assessment findings into targeted professional development, mentorship and quality improvement interventions.
  • Ensure effective client feedback and analysis systems are maintained.
  • Promote informed client decision-making through appropriate counselling protocols.
  • Oversee incident reporting and investigation systems, including learning from serious incidents.
  • Ensure high standards of infection prevention and control and medical emergency management across service delivery points.

3. Client Data Management and Analysis

  • Establish systems and training to promote effective client data management in line with MSI global data protection requirements.
  • Ensure compliance with MSI Tanzania service data validation standards across all service delivery channels.
  • Conduct regular monitoring and internal systems audits to identify and address quality concerns.
  • Use clinical quality, service delivery and client experience data to identify trends and inform strategic decisions.
  • Prioritise quality improvement initiatives based on data and organisational performance.
  • Supervise measurement and analytical reporting for service delivery channels and operations.
  • Maintain and regularly update clinical quality databases.
  • Work with technical and operational teams to ensure that services are reported only from competent providers at supported sites.

4. Leadership and People Management

  • Provide strategic leadership and guidance to the Clinical Quality Department.
  • Develop workforce development and succession plans.
  • Mentor and coach direct reports to improve efficiency and organisational impact.
  • Ensure the department structure, roles and responsibilities remain fit for purpose.
  • Clearly communicate departmental goals, strategies and expectations.
  • Represent MSI Tanzania before government authorities, professional bodies, donors, technical partners and other stakeholders on clinical quality and client safety matters.
  • Perform other duties assigned by the Country Director in support of MSI Tanzania’s mission and strategic objectives.
  • Demonstrate and promote MSI’s core values and behaviours.

Minimum Requirements

Qualifications

Applicants must have:

  • A Master’s degree in Public Health, Business Administration, Policy Development, Communication or an equivalent qualification.
  • Qualification as a Medical Doctor.
  • Registration with the relevant professional bodies and authorisation to practise.

Experience

  • At least 7 years of experience in a senior strategic leadership position within a health setting.
  • Demonstrated experience in clinical governance, quality assurance, patient safety and quality improvement within complex health programmes.
  • At least 10 years of clinical and technical experience in Family Planning (FP), Sexual and Reproductive Health (SRH) counselling and VCT service delivery.
  • Experience conducting clinical quality training for clinical staff.
  • Proven public health management and people management skills.
  • Experience managing donor-funded programmes is highly desirable.
  • Demonstrated ability to facilitate staff capacity development at different organisational levels.

Skills and Competencies

  • Strong IT skills, including the ability to analyse data for strategic decision-making.
  • Strong networking and advocacy skills.
  • Excellent communication, negotiation, influencing and conflict-management skills.
  • Excellent written and verbal communication skills in English and Kiswahili.
  • Ability to work independently and effectively within a dynamic team.
  • Strong interpersonal and leadership skills.
  • Fluency in English and Kiswahili.
