Position Summary

The Conservation & Governance Manager leads community-centered forest conservation and governance activities within the Rubeho Carbon Project.

The role:

  • Provides technical guidance and coordination
  • Strengthens community-led conservation systems
  • Works closely with:
    • Village Councils
    • Village General Assemblies
    • Village Natural Resource Committees (VNRCs)
    • Tanzania Forest Services (TFS)
    • Local government authorities

This position acts as a bridge between:

  • Communities
  • Government stakeholders
  • Project technical teams

Key Responsibilities

1. Technical Support for Conservation Systems

  • Provide guidance on patrol systems, fire prevention, and incident response
  • Strengthen community patrol planning and effectiveness
  • Support fire preparedness strategies
  • Advise on forest protection equipment

2. Capacity Building & Training

  • Design and coordinate patrol trainings with VNRCs
  • Train communities on:
    • Forest monitoring
    • Fire management
    • Safety and reporting procedures
  • Promote knowledge sharing across villages

3. Data Systems & MRV Alignment

  • Coordinate data collection for conservation activities
  • Ensure alignment with Monitoring, Reporting, and Verification (MRV) systems
  • Support translation of field data into reports

4. Governance & Institutional Coordination

  • Facilitate collaboration between village authorities and TFS
  • Align conservation work with:
    • Village Land Use Plans (VLUPs)
    • Forest management plans
    • Joint Forest Management (JFM) frameworks

5. Planning & Project Integration

  • Support development of annual plans and budgets
  • Ensure alignment with national policies and carbon standards
  • Identify and address implementation gaps

6. Stakeholder Engagement & FPIC

  • Engage village leaders and stakeholders
  • Support Free, Prior and Informed Consent (FPIC) processes
  • Align community agreements with project goals

7. Team Leadership

  • Provide leadership, mentoring, and performance management
  • Foster teamwork and communication
  • Support recruitment and team development

8. Other Duties

  • Perform additional responsibilities as assigned

Education & Experience

  • Bachelor’s degree (Master’s preferred) in:
    • Forestry
    • Natural Resource Management
    • Environmental Science
    • Related field
  • Minimum 5–7 years’ experience in conservation or forest management
  • Experience working with:
    • Community governance structures
    • Government institutions
  • Familiarity with carbon projects and MRV systems is an advantage

Skills & Competencies

  • Strong knowledge of forest conservation and fire management
  • Excellent communication and stakeholder engagement skills
  • Facilitation, negotiation, and conflict resolution abilities
  • Strong organizational and project management skills
  • Leadership and team coordination experience
  • Analytical and problem-solving mindset
  • Proficiency in:
    • MS Word, Excel, PowerPoint
    • GIS or mapping tools (advantage)
  • Understanding of climate change/carbon projects (advantage)
  • Languages: Fluent in Kiswahili and English

Work Conditions

Environment

  • Combination of office and fieldwork in rural areas
  • Exposure to weather conditions and rough terrain

Schedule

  • Standard 40-hour workweek
  • Flexibility required (evenings/weekends depending on community needs)

Physical Requirements

  • Ability to:
    • Walk long distances
    • Work in challenging terrain
    • Carry 10–20 kg equipment

Travel

  • Frequent domestic travel
  • Occasional international travel

Safety

  • Must adhere to safety protocols and environmental safeguards
  • Must have legal authorization to work in Tanzania
