About the Role

TotalEnergies Marketing Tanzania Limited is seeking a qualified Customs & Transit Officer to manage customs, transit, tax, and documentation processes for petroleum products. The successful candidate will ensure compliance with customs regulations, coordinate transit operations, process taxes and wharfage payments, and maintain effective communication with customers, regulators, and other stakeholders.


Context & Work Environment

The position involves:

  • Frequent interaction with suppliers, customers, TRA, PBPA, and internal staff during customs documentation processing.
  • Handling high-value tax and customs documents that require exceptional accuracy and attention to detail.
  • Working under strict deadlines to ensure timely processing of customs documentation and tax payments.

Key Responsibilities

Health, Safety, Environment & Quality (HSEQ)

  • Apply and support Safety Management Systems.
  • Ensure petroleum products comply with Tanzania Bureau of Standards (TBS) quality specifications.

Tax & Wharfage Management

  • Process all fuel taxes on time.
  • Perform manifest comparisons.
  • Process and pay wharfage charges promptly.
  • Prevent penalties and delays in cargo evacuation.

Customs & Transit Documentation

  • Manage customs and transit documentation for shipments to:
    • Tanzania
    • Democratic Republic of Congo (DRC)
    • Burundi
    • Uganda
    • Rwanda
    • Zambia
  • Ensure documentation is:
    • Complete
    • Accurate
    • Properly filed
    • Readily available for audits and regulatory inspections.

Tax Forecasting & Assessment

  • Prepare and submit monthly tax forecasts to Treasury.
  • Update forecasts whenever necessary.
  • Assess taxes according to customs procedures.
  • Ensure timely tax payments to prevent cargo discharge errors and penalties.

Wharfage & Additional Taxes

  • Conduct manifest comparisons.
  • Process claims for overpaid taxes.
  • Pay additional taxes and wharfage charges within required timelines.
  • Prevent delays in cargo clearance.

Transit Product Age Monitoring

  • Monitor storage time limits for transit cargo.
  • Prepare and distribute weekly transit age reports every Monday.
  • Request extensions from TRA at least five days before cargo expiry.
  • Prevent cargo localization and customer inconvenience.

Transit Operations

  • Coordinate transit loading activities.
  • Ensure timely preparation of all transit documentation.
  • Monitor truck movements.
  • Ensure:
    • Border validation
    • Bond cancellation
    • Monthly reporting of pending cases
    • Implementation of corrective action plans.

Localization Management

  • Process taxes and wharfage for localized products.
  • Follow up with TRA for timely bond cancellation.

Customs Compliance

  • Respond promptly to customs queries.
  • Support customs audits.
  • Ensure full compliance with customs regulations.

Customer Documentation & Reconciliation

Provide transit customers with:

  • Outturn reports
  • Quality certificates
  • Quantity certificates
  • Loading summaries
  • Pump-over reports
  • Other required documentation

Complete stock reconciliations after every vessel discharge.


Notice of Intention (NOI)

Coordinate with:

  • Depot Managers
  • Supply Team
  • Hospitality Assistants

Ensure all Notices of Intention (NOI):

  • Receive TRA approval.
  • Are properly documented.
  • Are safely filed for customs purposes.

Administrative Support

Assist with supply-related administrative matters, including:

  • OMC License renewals.
  • Truck validation issues.
  • Other licensing requirements.

Records Management

Maintain complete records relating to:

  • Customs
  • Transit cargo
  • Imports
  • Exports
  • Communications with TRA
  • Trading documentation

Other Responsibilities

  • Handle all customs-related matters for GTL and TTL.
  • Support EWURA pricing activities.
  • Compute demurrage charges.
  • Manage transit customer stock records.
  • Process PBPA, EWURA, and surveyor invoices through DMS.

Qualifications

Applicants must possess:

  • Bachelor’s Degree in Customs, Logistics, or a related field.

Required Experience

  • Minimum 3 years of experience in Customs and Transit operations.
  • Experience with customs import procedures.
  • Good understanding of petroleum products and logistics operations.
