Job Title: Finance Manager Cum Accountant

Role Purpose

The successful candidate will be responsible for overseeing the company’s financial operations, ensuring sound financial management, accurate reporting, effective budgeting, cash flow management, statutory compliance, and financial controls across multiple business operations and projects. This role serves as a strategic business partner to senior management by providing financial insights that support sustainable growth and operational excellence.

General Responsibilities

Financial Management

  • Lead and oversee the day-to-day financial and accounting operations of the company.

  • Prepare and monitor annual budgets, financial forecasts, and cash flow projections.

  • Manage working capital to ensure adequate liquidity across all business operations and projects.

  • Develop, implement, and continuously improve financial policies, procedures, and internal control systems.

  • Monitor revenues, operating costs, profitability, and overall financial performance.

  • Provide strategic financial advice and recommendations to senior management.

Accounting Operations

  • Maintain accurate accounting records in accordance with applicable accounting standards.

  • Prepare monthly, quarterly, and annual financial statements and management reports.

  • Oversee accounts payable, accounts receivable, bank reconciliations, and general ledger activities.

  • Supervise invoicing, collections, supplier payments, and payroll processing.

  • Ensure timely and accurate recording of all financial transactions.

  • Coordinate month-end and year-end closing processes.

Budgeting, Cost Control & Project Finance

  • Develop operational and project budgets in collaboration with department heads.

  • Monitor project expenditure, cost performance, and budget utilisation.

  • Conduct financial analysis and variance reporting to identify trends and recommend corrective actions.

  • Monitor procurement expenditure and ensure compliance with approved budgets and financial policies.

  • Identify opportunities for cost optimisation and improved financial efficiency.

Financial Reporting & Statutory Compliance

  • Prepare comprehensive financial reports for management and stakeholders.

  • Ensure full compliance with all statutory and regulatory requirements, including TRA, VAT, PAYE, SDL, NSSF, WCF, and other applicable legislation.

  • Coordinate internal and external audits and ensure audit readiness.

  • Prepare and submit all statutory returns within prescribed deadlines.

  • Maintain complete financial records and supporting documentation.

Internal Controls & Risk Management

  • Establish and strengthen internal financial control systems to safeguard company assets.

  • Monitor compliance with financial policies and delegated approval limits.

  • Identify financial risks and recommend appropriate mitigation measures.

  • Ensure accountability and transparency in financial processes across all business units.

Leadership & Administration

  • Supervise, mentor, and develop finance and accounting personnel.

  • Foster a culture of accountability, integrity, and continuous improvement within the finance function.

  • Collaborate closely with Procurement, Operations, Engineering, Manufacturing, and Project teams to support operational objectives.

  • Improve financial reporting systems, business processes, and overall financial governance.

Qualifications

  • Education: Bachelor’s Degree in Accounting, Finance, Commerce, Business Administration, or a related field.

  • Professional Qualification: CPA (T), ACCA, or an equivalent professional accounting qualification will be an added advantage.

  • Technical Skills: Advanced proficiency in Microsoft Excel and financial reporting tools, as well as experience using accounting software and ERP systems.

Experience

  • Minimum of 5 years’ progressive experience in accounting and financial management.

  • Experience in construction, engineering, manufacturing, or project-based industries is highly desirable.

  • Strong knowledge of financial reporting, budgeting, taxation, cash flow management, and project costing.

  • Sound understanding of Tanzanian statutory and tax regulations.
