Job Overview

The Finance Officer (Budget, Payable & Cost Control) will be responsible for supporting financial planning, budget management, accounts payable processes, and cost control activities to ensure effective financial management and operational efficiency.


Required Qualifications and Experience

Applicants must have:

  • A Bachelor’s Degree in:
    • Accounting
    • Finance
    • Business Administration
    • Taxation
    • Related field
  • Minimum three (3) years of experience in:
    • Budgeting
    • Cost control
    • Accounts payable
  • Must be a Tanzanian citizen.
  • Fluency in written and spoken English.
  • Proficiency in:
    • Microsoft Excel
    • Accounting software such as:
      • QuickBooks
      • Tally
      • ERP systems
  • Strong discipline and professionalism.
  • Excellent communication and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • Effective time management skills.

Key Responsibilities

1. Budget Management Responsibilities

The Finance Officer will:

  • Assist in preparing, analysing, verifying, and consolidating budget proposals.
  • Conduct financial analysis and provide recommendations to:
    • Improve efficiency
    • Reduce unnecessary costs
  • Monitor approved budgets continuously.
  • Participate in preparing financial reports.
  • Prepare budget forecasts and ensure alignment with:
    • Recruitment plans
    • Procurement decisions
    • Operational activities
  • Monitor availability of funds and prepare:
    • Expenditure statements
    • Budget reports
    • Financial analysis reports
  • Ensure all expenditures are recorded according to financial policies and procedures.
  • Ensure approved budget structures are properly applied.
  • Prepare correspondence and respond to budget-related queries.
  • Support responses to internal and external audit findings related to assigned responsibilities.

2. Accounts Payable Responsibilities

The Finance Officer will:

  • Monitor all payments and expenditures, including:
    • Payroll
    • Purchase orders
    • Invoices
    • Supplier statements
  • Reconcile financial transactions by:
    • Verifying entries
    • Comparing system reports with account balances
  • Maintain accurate historical financial records.
  • Process employee payments by:
    • Reviewing expense reports
    • Preparing payment documents
  • Process vendor payments by:
    • Scheduling payments
    • Ensuring outstanding obligations are settled
  • Respond to vendor financial inquiries.
  • Prepare account analyses and monthly financial reports.
  • Identify opportunities to improve payment processes.

3. Cost Control Responsibilities

The Finance Officer will:

  • Monitor operational budgets based on approved financial plans.
  • Review company expenditure against financial policies.
  • Compare approved budgets with actual costs to minimise variances.
  • Monitor company costs and ensure:
    • Proper recording of expenses
    • Accurate financial reporting
  • Evaluate project costs to ensure:
    • Cost effectiveness
    • Alignment with business objectives
  • Support preparation of economic analyses for financial models.
  • Provide financial advice regarding fees and cost decisions.
  • Review project agreements managed by different departments to ensure compliance with Finance and Accounting policies.
