Position Summary
The Finance Officer works under the supervision of the Finance and Administration Manager and is responsible for accounting, financial reporting, and managing cash, mobile money, and bank transactions.
The role ensures compliance with donor, organizational, and statutory requirements by overseeing financial processes, internal controls, audits, budgeting, and partner financial management. It also includes financial analysis, reporting, and capacity building support to staff and partners.
Key Responsibilities
1. Financial Management & Accounting
- Review and process payments ensuring accuracy, completeness, and compliance with ACF and donor requirements
- Verify supporting documentation, coding, approvals, and budget availability
- Record financial transactions in the accounting system on time
- Support monthly, quarterly, and annual financial closing processes
- Maintain proper filing and archiving of financial documents (physical and electronic)
- Monitor accounts receivable and payable and follow up on outstanding balances
- Review and correct accounting, project, and budget codes after monthly closure
- Manage statutory deductions (PAYE, NSSF, WCF, SDL, etc.)
2. Treasury & Cash Management
- Prepare monthly cash forecasts and liquidity plans
- Monitor bank balances and cash requirements
- Process bank transfers and mobile money payments
- Conduct bank reconciliations and resolve discrepancies
- Ensure efficient cash flow management across offices
3. Budget Monitoring, Compliance & Financial Analysis
- Ensure compliance with ACF policies, donor rules, and Tanzanian regulations
- Conduct compliance reviews and spot checks
- Strengthen internal controls and recommend improvements
- Monitor audit recommendations and corrective actions
- Support internal, external, donor, and statutory audits
- Prepare financial schedules and donor reports
- Track audit findings to closure
4. Partner Financial Management
- Review partner financial reports and supporting documents
- Conduct financial monitoring visits to partners
- Support capacity building for local partners
- Ensure compliance with grant agreements and donor requirements
5. Fraud Prevention & Compliance
- Identify and mitigate fraud and corruption risks
- Report fraud cases to management and implement corrective actions
- Conduct monthly spot checks and field visits
- Follow up on audit and control recommendations
6. Capacity Building
- Train new staff on finance policies and procedures
- Conduct refresher training on budgeting and documentation
- Provide technical support to program and operations teams

Working Conditions

Required Qualifications & Experience
- Bachelor’s degree in Accounting, Finance, or Commerce
- CPA (T), ACCA, or equivalent (added advantage)
- Minimum 4 years’ experience in finance/accounting (NGO experience preferred)
- Experience with donor-funded projects (e.g., GAC, ECHO, EU, USAID, UNICEF, FCDO)
- Strong knowledge of budgeting, audit, and financial controls
- Advanced Excel and ERP/accounting systems proficiency
- Strong analytical, communication, and organizational skills
- Fluency in English
- High attention to detail and ability to meet deadlines
- Strong professionalism, teamwork, and problem-solving skills
