Job Summary

Reporting to the Senior Accountant, the Finance Officer will support the overall financial management of MSI Tanzania by ensuring:

  • Accurate and timely financial reporting.
  • Preparation of monthly management accounts.
  • Maintenance of the organization’s general ledger.
  • Compliance with IPSAS and Tanzanian financial regulations.
  • Support to management information systems and financial controls.
  • Technical support on finance systems and reporting processes.

Key Responsibilities

1. Maintenance of MSI Tanzania General Ledger

  • Maintain the SUN Accounting System to ensure accurate and timely financial information.
  • Prepare and submit financial reports in the required formats and timelines.
  • Process and monitor trade receivable transactions.
  • Post invoices and reconcile accounts receivable ledgers.
  • Resolve outstanding receivables and monitor aging reports.
  • Process supplier invoices and ensure proper approvals.
  • Match purchase orders with receiving reports and invoices.
  • Process and monitor accounts payable disbursements.
  • Review account codes and supporting documentation for accuracy.
  • Process employee retirements of imprests and expense claims.
  • Verify supporting documents and ensure policy compliance.
  • Issue monthly staff debtor balance statements.

2. Preparation of Timely and Reliable Management Reports

  • Manage cash flow reporting and forecasting.
  • Prepare weekly cash flow forecasts.
  • Extract and analyze monthly performance reports for:
    • Clinics and centres
    • Support office operations
    • Outreach teams
    • Cost centres

3. Treasury Management

  • Manage daily banking transactions.
  • Process payments and ensure proper authorization.
  • Distribute cheques where applicable.
  • Ensure timely payment of statutory obligations including:
    • PAYE
    • Pension contributions
    • Workers’ Compensation Fund contributions
  • Ensure compliance with:
    • MSI Tanzania policies and procedures
    • Sound accounting principles
    • MSI partnership standards

4. Asset Management

  • Maintain accurate records of organizational assets.
  • Ensure proper safeguarding of:
    • Physical assets
    • Inventory
    • Financial assets
  • Ensure compliance with organizational asset management policies.

5. Audit and Compliance

  • Support external audit processes.
  • Respond to auditors’ queries.
  • Assist in implementing audit recommendations.
  • Monitor compliance with:
    • Internal financial policies
    • Tax laws
    • Statutory regulations
    • Organizational financial procedures
  • Coordinate with relevant authorities to maintain compliance.

Minimum Requirements

Educational Qualifications

Applicants must possess:

  • Bachelor’s Degree in Accountancy or equivalent.
  • Professional accounting qualification or be in the final stages of obtaining one of the following:
    • CPA
    • ACCA
    • ACA
    • CIMA

Experience

  • Minimum of 2 years of progressive experience in a similar finance role.
  • Experience in both NGO and private sector environments is desirable.
  • Experience with donor-funded projects is an added advantage, particularly:
    • USAID
    • DFID/FCDO
    • European Commission-funded programs
  • Experience working in a busy, deadline-driven finance environment.

Skills and Competencies

  • Excellent knowledge of accounting and financial management systems.
  • Strong financial reporting and analytical skills.
  • Strategic thinking and problem-solving abilities.
  • Ability to perform under pressure and meet strict deadlines.
  • Advanced Microsoft Excel skills.
  • Experience with computerized accounting systems.
  • Knowledge of SUN Systems is an added advantage.
  • Strong verbal, written, and presentation skills.
  • Excellent interpersonal and relationship-building skills.
  • Teamwork and cross-functional collaboration skills.
  • Negotiation and stakeholder management abilities.
