Job Summary

The Human Resources Officer will support Jhpiego’s HR strategic priorities and provide day-to-day HR services. The role covers recruitment, onboarding, performance management, employee relations, HR administration, staff welfare, HR systems, and compliance with Tanzanian labour laws and Jhpiego policies.

Key Responsibilities

  • Lead recruitment activities including requisitions, advertising, screening, interviews, selection, and reference checks.
  • Coordinate orientation and onboarding of newly recruited employees.
  • Monitor staff benefits administration.
  • Maintain accurate, complete, confidential employee records.
  • Monitor performance-management processes.
  • Administer HR policies and support grievance and disciplinary processes.
  • Support staff welfare programs, retreats, meetings, and other staff events.
  • Follow up with employees and managers on HR documentation and periodic requirements.
  • Oversee medical and group-life insurance administration.
  • Support HR systems and online platforms, including JEMS and iCIMS.
  • Manage consultant and task-agreement personnel processes in accordance with policies.
  • Coordinate staff onboarding, transitions, and exits.
  • Assist the HR Director with oversight of the HR office.
  • Perform other duties assigned by management.

Required Qualifications

  • Bachelor’s degree in:
    • Human Resources Management, or
    • Business Administration with a specialization in Human Resources Management.
  • 5–6 years of post-qualification HR management experience, preferably with a reputable NGO or development agency.
  • Good knowledge of Tanzanian labour laws.
  • Strong computer skills and experience with HR Information Systems.
  • Excellent organizational and multitasking abilities.
  • High integrity and ability to maintain confidentiality.
  • Ability and willingness to work with people from different levels and cultures.

Preferred Skills

  • Excellent written and verbal communication.
  • Strong interpersonal and people-management skills.
  • Ability to work effectively with employees at all levels.
  • Good computer literacy, particularly Microsoft Office applications.
