- Gross Salary: TZS 2,013,809 per month

About the Role
The MEAL Officer will be responsible for developing, implementing, and maintaining effective monitoring, evaluation, accountability, and learning systems for Médecins du Monde programs in Tanzania.
The position will ensure that reliable data is collected, analyzed, documented, and used to improve programs, demonstrate impact, support decision-making, and meet organizational and donor requirements.
Key Responsibilities
1. Monitoring & Evaluation Systems
- Develop and maintain project-specific M&E frameworks.
- Develop logical frameworks, indicators, and data-collection tools.
- Ensure M&E systems comply with organizational and donor requirements.
- Monitor program performance against targets and logical frameworks.
- Develop M&E guidelines and sustainable monitoring systems.
2. Data Collection & Analysis
- Coordinate regular data collection, verification, and analysis.
- Ensure data quality, consistency, and compliance.
- Maintain appropriate reporting tools and systems.
- Conduct field visits to verify data quality.
- Identify and implement corrective measures where necessary.
- Maintain data protection and confidentiality.
3. Reporting & Documentation
- Prepare accurate and timely M&E reports.
- Maintain a secure central filing system for project information.
- Document lessons learned, success stories, and best practices.
4. Capacity Building
- Train project staff and partners on M&E tools and methodologies.
- Provide technical support on data collection and quality assurance.
- Strengthen the capacity of field teams and partners.
5. Learning & Accountability
- Facilitate learning and reflection sessions.
- Support continuous improvement of program design and implementation.
- Develop feedback mechanisms to promote community participation and accountability.
6. Coordination & Collaboration
- Work with project coordinators, managers, field teams, and external evaluators.
- Liaise with donors and partners on M&E matters.
- Represent MdM at relevant M&E meetings and workshops.
CUTTS Hep C Research Project Responsibilities
The MEAL Officer will also support the CUTTS Hep C research project, including:
- Monitoring data entry in REDCap.
- Providing data extracts for analysis.
- Supporting study sites with data-entry processes.
- Reviewing data quality and resolving data queries.
- Following up on corrective actions related to data-quality or protocol issues.
- Using REDCap data to populate Monitool indicators.
- Participating in quarterly site-monitoring visits.
- Completing study-monitoring checklists.
- Ensuring compliance with research protocols, SOPs, and Good Clinical Practice (GCP) requirements.
Required Qualifications
Education
Candidates must have a:
- Degree or diploma in Monitoring & Evaluation, Data Management, Public Health, or another relevant field.
Professional Experience
Candidates must have:
- At least 2 years of experience in Monitoring & Evaluation.
- At least 3 years of experience working on development projects with international NGOs or NGOs.
Added Advantages
The following will be an advantage:
- Experience working with key populations.
- Experience in research data management or health research.
- Experience using REDCap or similar databases.
- Knowledge of research protocols and SOPs.
- Basic knowledge of Good Clinical Practice (GCP).
