  • Voice, Inclusion and Cohesion (VIC): Inclusive governance, citizen participation, and equitable public service delivery.

Position Overview

HELVETAS is seeking a highly qualified Impact Finance Expert to provide strategic and technical leadership in advancing innovative financing solutions, resource mobilization, private-sector partnerships, and sustainable programme development.

The successful candidate will strengthen HELVETAS’ position as a leading impact finance organization by designing innovative financial solutions that generate measurable development outcomes while contributing to portfolio growth across Tanzania and Ethiopia.

Key Responsibilities

1. Business Development and Portfolio Growth (25%)

  • Lead the development of impact finance concepts, proposals, and advisory mandates.
  • Identify funding opportunities with donors, Development Finance Institutions (DFIs), and private investors.
  • Support strategic positioning and programme pipeline development.

2. Partnerships and Ecosystem Engagement (20%)

  • Build and maintain strategic partnerships with public and private stakeholders.
  • Facilitate collaboration among governments, investors, donors, and implementing partners.
  • Represent HELVETAS at national, regional, and international forums.

3. Project and Advisory Delivery (20%)

  • Design and implement impact finance projects and advisory assignments.
  • Deliver technical advisory services independently and contribute to multi-country initiatives.
  • Ensure compliance with HELVETAS and donor quality standards.

4. Financial Structuring and Technical Advisory (15%)

  • Support blended finance structuring and financial modelling.
  • Conduct investment analyses, feasibility studies, and market assessments.
  • Provide investment-readiness support.
  • Contribute to financial and impact due diligence.

5. Project Management and Reporting (10%)

  • Plan, budget, monitor, and report on projects.
  • Coordinate with internal teams and external partners.
  • Prepare high-quality donor and internal reports.

6. Knowledge Management and Visibility (10%)

  • Promote HELVETAS’ leadership in impact finance.
  • Produce presentations, policy briefs, and communication materials.
  • Strengthen institutional learning and internal capacity.
  • Support knowledge sharing across country programmes.

Required Qualifications

Education

Applicants must possess:

  • A Master’s Degree in:
    • Finance
    • Economics
    • Business
    • Development Studies
    • Public Policy
    • Or a related field.

Preferred:

  • Specialization in:
    • Impact Investing
    • Sustainable Finance
    • Development Finance

Professional Experience

Applicants should have:

  • 8–10 years of relevant professional experience.
  • Experience in:
    • Consulting
    • Finance
    • Impact investing
    • SME development
    • Development programmes
  • Proven experience in:
    • Business development
    • Technical advisory services
    • Partnership management

Desirable:

  • Experience in East Africa, particularly Tanzania.
  • Experience working with DFIs or impact investment funds.

Language Requirements

Required

  • Fluent spoken and written English.

Preferred

  • Native or professional proficiency in Swahili.

Eligibility

Applicants must:

  • Be Tanzanian citizens or already possess legal authorization to work in Tanzania.
  • Have the legal right to live and work in Tanzania.
