Project Context

Since 2004, IOM has implemented humanitarian and development programmes across Tanzania, including work related to migration, climate resilience, displacement, and community stabilization.

Under the Regional Responses to Climate Displacement in Sub-Saharan Africa (RE2CLID) project, IOM is working in Kigoma Region to support:

IOM seeks an Individual Consultant to conduct a comprehensive market assessment to identify viable green livelihood opportunities, assess market demand and skills needs, and provide practical recommendations to guide livelihood programming in Kigoma Region.

The Consultant will work under the overall supervision of the Programme Coordinator and in close coordination with the RE2CLID Project Officer.

Objective of the Consultancy

The objective is to conduct a comprehensive market assessment in the target districts of Kigoma Region to identify and prioritize viable, climate-resilient, and market-driven livelihood and employment opportunities for displacement-affected and host communities.

The assessment should also identify opportunities contributing to:

Scope of Work

The Consultant will:

Green Livelihood and Employment Opportunities

  • Assess and prioritize viable green livelihood and employment opportunities in target districts of Kigoma Region.
  • Focus on sectors including:

Assignment Duration

The consultancy is expected to be completed within six months from the date of contract commencement.

The Consultant will work according to the approved inception report and workplan. Any changes to the agreed timeline must be discussed with and approved by IOM in writing.

Payment Schedule

Payments will be made in three instalments:

  1. 20% – Upon submission and approval of the Inception Report and Desk Review and Preliminary Stakeholder Mapping Report.
  2. 40% – Upon completion of field data collection and approval of the Draft Market Assessment Report.
  3. 40% – Upon completion of the validation workshop and approval of the Final Market Assessment Report and supporting materials.

Education
