Major Responsibilities
1. Technical Support and Strategic Engagement – 25%
- Provide leadership in the technical implementation of key project activities related to livelihoods interventions.
- Develop a detailed annual project plan to monitor and track project progress against budgetary objectives and adjust project constraints in consultation with the project management team.
- Facilitate technical assistance to local stakeholders, including regions, districts and relevant Ministries, to implement project activities and achieve maximum impact.
- Identify and manage project risks in a timely manner in consultation with project management and escalate issues requiring management or donor attention to senior management.
- Work closely with Cluster Managers and Technical Specialists to integrate project interventions into ongoing Faith and Development and livelihood interventions to enhance scale-up and sustainability.
- Coordinate and work closely with other local project implementing partners to ensure specific activities are implemented and scaled up in target regions.
- Ensure social and behaviour change communication strategies and interventions are developed and implemented to address barriers to adoption of improved clubs in houses of worship and communities.
- Ensure all key project models are implemented and documented with high fidelity and quality.
- Chair and ensure participation of project stakeholders in relevant Project Steering Committee meetings with other implementing partners.
End Results
- Meaningful partnerships, collaborations and networks are established and maintained in support of the project.
- Project activities are implemented according to timelines in the Annual Work Plan and to required quality standards.
- Project activities remain within approved budget limits.
- Adequate human resource planning, capacity building and collaboration are maintained throughout project implementation.
- Audit risks are minimized, with minimum audit queries and/or findings.
- Activity and output targets are achieved on time and within an acceptable variance of less than 10%.
2. Project Management, Monitoring and Evaluation – 25%
- Establish and maintain high-quality and timely project reporting and communications in line with specific donor requirements and World Vision Kenya (WVK) and World Vision Tanzania (WVT) standards.
- In collaboration with M&E and the Project Coordinator, ensure project results and targets are monitored and adjusted as necessary.
- Develop annual work plans reflecting project objectives and gather, report and analyse performance data to assess impact and sustainability in each region.
- Ensure proper operational opening/launch and closing of the project.
- Disseminate monitoring and evaluation findings and project follow-up reports to guide timely action.
- Work closely with Project M&E and WVK to develop and maintain programme monitoring and evaluation tracking tools.
- Ensure project indicators clearly link activities to intended outputs and outcomes and that changes are properly tracked.
- Coordinate with Project M&E and the Grants Finance Officer to ensure donor financial and narrative reports are prepared and submitted to WVK and local stakeholders on time.
- Ensure prior review by the National Office is completed before submission.
- Document and disseminate project best practices, lessons learned and success stories internally and externally.
- Support monitoring, evaluation and research tasks and deliverables and ensure required reports and project documentation are produced according to WVK and donor requirements.
End Results
- Project reach is accurately captured and updated according to project indicators and database systems.
- The Project Steering Committee approves the Annual Work Plan, M&E Plan, Procurement Plan, budget and other relevant implementation tools.
- Project best practices, lessons learned and success stories are documented, uploaded to Horizon and the WV Central Repository, and shared with WVK and donors.
- All key project documents and information are uploaded to Horizon.
3. Project Reporting – 10%
- Lead and facilitate preparation of project narrative and financial reports in accordance with donor-designated formats.
- Ensure draft reports are circulated for review and feedback by senior management and relevant technical advisors before final submission to WVK.
- Submit timely, accurate and quality reports that meet donor requirements, including monthly, quarterly, semi-annual and annual progress reports.
- Lead preparation of project information sheets, human-interest stories, short video clips and photographs for public engagement.
- Provide relevant communications information for dissemination to donors, WVK and the media.
- In collaboration with the Compliance and Reporting Officer, maintain the project and report tracking system to ensure project files are properly organized and managed.
- Share lessons learned with local partners, WVT leadership, staff and donors through field reports.
- Recommend modifications to local planning and implementation based on evidence and lessons learned.
End Results
- Donor reports are submitted to National Office review at least 10 days before donor or Support Office deadlines.
- Queries relating to donor reports are responded to in a timely manner.
- Monthly Management Reports (MMRs) are shared with the Technical Team Leader, Cluster and Senior Grants & Operations Manager according to established deadlines.
- The Grants Dashboard is updated monthly and quarterly by the 25th of each month and shared with the Senior Grants & Operations Manager.
4. Effective Partnership Management, Maintaining and Reviewing – 10%
- Develop Partner Capacity Building Plans based on Partner Capacity Assessment Reports and identified gaps.
- Implement partner capacity-building plans.
- Conduct partner monitoring through visits, reports and meetings.
- Conduct annual Partnership Health Checks and partner performance reviews.
End Results
- Partnership Management indicators are delivered on time.
5. Team Performance – 10%
- Ensure a high-performance management culture characterized by open, trustworthy relationships and integrity.
- Support the Project Coordinator and Project Manager.
- Provide technical assistance to government staff and consultants working within the project.
- Promote and ensure zero tolerance for fraud and corruption.
End Results
- A staff training plan is established and implementation is tracked.
- Project staff are linked with relevant Technical Leads for technical capacity enhancement.
- Performance management is aligned with project requirements.
6. Financial and Non-Financial Resource Management – 10%
- Ensure the project budget is managed within approved spending levels.
- Ensure accurate and timely financial reporting to donors and World Vision.
- Work with the finance team to ensure project expenses are reasonable, correctly allocated according to the approved budget, prudent and compliant with donor rules and regulations.
- Manage programme assets, materials and financial resources to ensure stewardship and accountability.
End Results
- Meet the donor and World Vision burn-rate standards, with the Green range being 90%–100%.
7. Networking, Visibility and Donor Recognition – 10%
- Ensure programme interventions and donors are recognized by government, partners and communities.
- Develop and support effective linkages and collaboration with government structures, Community-Based Organizations, other implementing partners and NGOs.
- Represent WVT and participate in networking meetings, workshops and conferences with the Government of Tanzania and other stakeholders at district, regional and national levels.
- Facilitate documentation and sharing of processes, challenges, good practices and lessons learned among partners.
- In collaboration with the Senior Grants and Operations Manager, ensure WVK and donor queries and requests are addressed effectively and in a timely manner.
End Results
- Project best practices are shared with partners.
- Project impact stories are included in quarterly, semi-annual and annual reports.
Knowledge and Qualifications
Required Professional Experience
- Minimum of 1 year of relevant experience in leading, coordinating and managing integrated Faith and Development and livelihood projects.
- Demonstrated experience in a Project Management role and use of the project management cycle in delivering development projects.
- Facilitation skills in training staff and facilitating community-level empowerment approaches.
- Experience in Design, Monitoring and Evaluation (DM&E).
- Experience coordinating faith initiatives in programming.
- Spiritual maturity, including clear articulation of personal faith and how faith informs one’s life and work.
- Ability to work above denominational differences.
- Familiarity with current advocacy issues relating to adolescent faith and experience working with adolescents and youth is required.
- Experience implementing projects in WASH, livelihoods, Faith and Development and economic empowerment.
- Experience working with children under five and women of reproductive age.
Required Education, Training, License, Registration and Certification
