Job Purpose Statement
The Internal Controls Officer supports in strengthening the bank’s control environment by taking responsibility for coordinating control reviews, monitoring issue resolution, supporting business continuity preparedness, and promoting process improvement.
The role plays a key part in driving timely reporting, compliance tracking, and stakeholder collaboration to enhance operational risk resilience and control effectiveness across the institution.
Key Accountabilities (Duties and Responsibilities)
Business Continuity Management – 40%
- Ensure proper and timely updating of call tree tests, Business Impact Analysis (BIA), and Business Continuity Plans (BCPs) by all bank units.
- Track timely review of BCP/DRP implementation documentation and escalate delays.
- Support the coordination of quarterly Crisis Management Team (CMT) meetings.
- Assist in compiling and submitting required regulatory reports related to Business Continuity Management (BCM), including Bank of Tanzania reports.
- Conduct periodic reviews and support enforcement of improvements to recovery sites accordingly.
- Support execution of business continuity activities, including data gathering, reporting, and plan reviews.
Process Improvements – 40%
- Lead and support process review and redesign initiatives across departments to embed stronger internal controls.
- Identify control gaps and work with process owners to design improvements.
- Monitor implementation of approved control changes and evaluate their effectiveness.
- Develop and deliver awareness sessions and training on risk and control practices.
- Contribute to updating internal policies and procedure documents in collaboration with process owners.
- Promote a culture of operational discipline and continuous improvement.
- Use SLA measurement tools to continually evaluate the quality of all business support processes with the aim of enhancing performance and productivity.
Quality Assurance & Internal Controls Monitoring – 20%
- On a continuous basis, carry out control assessments within branches and central operations and provide assurance on the effectiveness of control assessments across the bank.
- Track exceptions highlighted during reviews to ensure they are closed satisfactorily within set time frames.
- As a subject matter expert, provide guidance on control issues to all business units through training and sensitisation on the control environment.
- Report risk events, policy deviations, and risk exceptions, and engage appropriate stakeholders on timely remedial actions.
- Escalate key risk situations that pose significant risk.
- Support in identifying trends from control reviews and recommending mitigation strategies.
Job Specifications
Academic Qualifications
- Bachelor’s Degree in:
- Banking
- Finance
- Business Administration
- Or a related field from a recognised university.
Professional Qualifications and Skills
- Good understanding of all core banking processes.
- Knowledge of regulatory and statutory requirements.
- Proficient in computer skills.
Desired Work Experience
- Minimum 2 years’ experience in banking or a financial institution.
