Purpose of the Consultancy
The consultant will develop a comprehensive, costed and operational implementation plan for Health Care Technology Management in Tanzania.
The plan will help the Ministry of Health, PO-RALG and implementing partners with:
- Health technology planning and budgeting
- Medical equipment investment and maintenance
- Biomedical engineering workforce planning
- Equipment lifecycle management
- Sustainable financing mechanisms
- Institutional roles and accountability
- Integration of health technology management into broader health-system strengthening
Main Objective
The consultancy will translate health-care technology policy into practical interventions across Tanzania’s health system.
The implementation plan should establish:
- Institutional roles and responsibilities
- Financing mechanisms
- Human-resource requirements
- Service-delivery standards
- Monitoring frameworks
- Costed interventions
- Multi-year investment requirements
- Alignment with available and projected health-sector resources
Required Qualifications
Education
- Master’s degree or higher in one of the following:
- Biomedical Engineering
- Clinical Engineering
- Health Systems Engineering
- Public Health
- Health Policy and Planning
- Health Economics
- Related health-systems discipline
Professional Experience
- Minimum 5 years of progressive experience in:
- Health systems strengthening
- Health technology management
- Health infrastructure development
- Demonstrated experience developing:
- National implementation plans
- Large-scale implementation plans
- Health-sector strategies
- Investment cases
- Proven experience with biomedical equipment management, including:
- Procurement
- Maintenance systems
- Lifecycle management
- Health technology assessment
- Experience working with public health systems in low- and middle-income countries, preferably sub-Saharan Africa.
- Experience engaging with:
- Government ministries
- Subnational health structures
- Development partners
Technical Skills Required
Candidates should have strong expertise in:
- Health Technology Management systems
- Biomedical engineering services
- Hospital infrastructure systems
- Costing models
- Investment cases
- Multi-year implementation plans
- Public-sector planning and budgeting
- National and subnational health planning cycles
Desirable Skills
- Strong analytical and technical report-writing skills
- Experience facilitating multi-stakeholder consultations
- Consensus-building skills
- Familiarity with national health-sector strategies, plans and guidelines
Language Requirements
- Fluent English: Written and spoken
- Fluent Swahili: Written and spoken

Important Assessment
This is a specialized senior consultancy, not a general public-health or administrative position. The strongest candidates will have a combination of:
Master’s degree + 5 years’ relevant experience + health technology/biomedical equipment expertise + costing/investment planning + Tanzanian public-health-system experience.
If your background is primarily IT, cybersecurity, business administration, accounting, general administration, or general project support, this position would likely be a weak match unless you also have substantial health technology/health-systems experience.
