Key Responsibilities

1. MEL System Design & Implementation – 20%

  • Develop and manage the FCI Tanzania MEL Plan.
  • Develop results frameworks, indicator matrices, performance-monitoring plans, data-flow diagrams, data-collection tools and reporting calendars.
  • Align FCI indicators with Tanzania’s health-sector systems and donor requirements.
  • Establish integrated data systems covering communities, spokes, hubs, regional/council systems and national reporting.
  • Incorporate GIS/geospatial analysis where appropriate.

2. Performance Management, Data Use & Adaptive Learning – 20%

  • Track programme performance against indicators, targets and milestones.
  • Develop dashboards, scorecards and analytical reports.
  • Lead performance-review and data-use meetings.
  • Identify implementation bottlenecks and recommend corrective actions.
  • Promote evidence-based decision-making and adaptive management.
  • Capture and share lessons and good practices.

3. Data Quality, Analysis & Reporting – 15%

  • Manage data collection, cleaning, analysis and reporting.
  • Conduct routine data-quality assessments (RDQAs/DQAs).
  • Support donor and Government reporting, including DATIM/GHSD systems where applicable.
  • Prepare dashboards, presentations and evidence summaries.
  • Provide management with timely analysis for decision-making.

4. National Systems Alignment & Data Use – 15%

  • Align MEL activities with Tanzania’s HMIS/DHIS2 and relevant disease-specific systems.
  • Work with the Ministry of Health, PO-RALG, RHMTs, CHMTs, health facilities and partners.
  • Support referral and counter-referral tracking and continuity-of-care monitoring.
  • Promote the “HMIS/DHIS2-first, not parallel systems” approach.
  • Strengthen integration of programme monitoring into Government systems.

5. Capacity Building & Supervision – 15%

  • Supervise and mentor MEL and data-management personnel.
  • Assess partner and facility MEL capacities.
  • Develop capacity-strengthening plans.
  • Train partners in indicators, DHIS2, data quality, analysis, visualization, reporting and data protection.
  • Develop sustainable SOPs, job aids and dashboards.

6. Learning, Evaluation & Research – 15%

  • Document innovations, lessons learned and promising practices.
  • Support baseline studies, assessments, evaluations and operational research.
  • Contribute to developmental or real-time evaluations where required.
  • Ensure findings are translated into programme improvements and work plans.

Minimum Professional Experience

The position is senior-level and requires:

  • At least 8 years of progressively responsible MEL experience in donor-funded health or development programmes.
  • 5+ years in a senior MEL/data-management role supporting large, multi-region or multi-partner health programmes is preferred.
  • Strong experience in:
    • MEL system design
    • Performance-management frameworks
    • Indicator development
    • Data-management systems
    • Routine monitoring
    • DQAs/RDQAs
    • Data analysis and visualization
    • Evaluation and learning
    • Data-use facilitation
  • Strong practical experience with Tanzania HMIS/DHIS2.
  • Experience with HIV/TB information systems is highly desirable.
  • PEPFAR/GHSD, DATIM or similar donor reporting experience is strongly preferred.
  • Experience working with MoH, PO-RALG, RHMTs, CHMTs, health facilities and local implementing partners.
  • Experience managing MEL across facility and community platforms.
  • Experience building the MEL capacity of local organizations and health facilities.
  • Strong understanding of health-data confidentiality, security and ethical data management.
  • GIS/geospatial analysis experience is an advantage.

Education Requirements

Required:

  • Bachelor’s degree in:
    • Medicine
    • Epidemiology
    • Statistics
    • Biostatistics
    • Public Health
    • Health Informatics
    • Data Science
    • Or another closely related field

Strongly preferred:

  • Master’s degree in Epidemiology, Biostatistics, Public Health, Data Science, Monitoring & Evaluation, Health Informatics or a related discipline.

Important Note

This is not an entry-level MEL position. The major screening requirements are the 8+ years of MEL experience, senior-level programme experience, strong Tanzania HMIS/DHIS2 knowledge, and experience with large donor-funded health programmes.
