Job Summary
The Head of Information Technology (IT) is responsible for the management and strategy of all technology operations in FINCA Tanzania and for evaluating them against established goals.
The role involves analysing the business requirements of all departments to determine their technology needs, managing the design and implementation of technical systems, and eliminating security risks.
The Head of IT will oversee the FINCA Tanzania IT Department and provide technical and administrative support for all IT systems and functions across FINCA Tanzania premises.
The position is responsible for ensuring the efficient operation, security, reliability and resilience of FINCA Tanzania’s electronic management information system. The Head of IT will also develop and manage the IT Department to ensure high-quality services and advise senior management on information systems solutions.
Essential Duties and Responsibilities
1. IT Strategy and Planning
- Define the IT strategy in alignment with the business strategy, vision and goals.
- Establish an optimal IT department structure and processes.
- Manage the IT budget and ensure cost-effectiveness of IT operations.
2. IT Policy and Procedure Development and Implementation
- Ensure the development and implementation of IT policies and procedures using FIF corporate IT governance policies and best practices.
- Ensure IT standards and practices are developed and enhanced according to organizational needs.
- Participate in the deployment of security frameworks and solutions.
- Monitor compliance with policies, standards, guidelines and procedures.
- Ensure efficient incident, service request and change management processes are defined and implemented in accordance with the ITIL framework and industry best practices.
3. IT Management and Development
- Manage the acquisition, development, implementation and operation of all technology infrastructure, including:
- Data centres
- Compute
- Networks
- Storage
- Backups
- Telephony
- Business applications
- Integrations
- Databases
- Endpoints
- Software related to these systems and services
- Identify technology risks and problematic areas and propose and implement appropriate solutions.
- Ensure IT operations comply with corporate policies and procedures through the resolution of audit findings and identification and remediation of technology risks and security vulnerabilities.
- Monitor the performance of IT systems and make recommendations for improving IT infrastructure and operations.
- Plan and supervise preventive and corrective maintenance services.
- Ensure the confidentiality, integrity and availability of information assets, including networks, servers, databases, applications, storage and backup systems.
- Ensure appropriate business continuity and disaster recovery processes are in place.
- Support projects as required through the allocation of IT department resources to the development and implementation of required solutions.
- Oversee software development activities to ensure compliance with corporate and industry standards.
- Ensure efficient end-user support through effective incident and service request management processes in accordance with ITIL and industry best practices.
- Ensure the change management process is implemented throughout the department in accordance with ITIL and industry best practices.
- Ensure Service Level Agreements (SLAs) are established for all IT services and that service levels are effectively tracked and reported.
- Manage communication with technology vendors and service providers to ensure maximum value.
- Manage procurement activities for hardware, software and IT services.
- Schedule major purchases of office commodities and equipment with relevant operations personnel.
- Facilitate tenders as required and assist in negotiating with suppliers to obtain the best possible price and quality.
- Ensure all fixed-asset purchases are documented according to the corporate procurement policy.
- Research, evaluate and recommend new technologies and products to support business goals.
4. People Management
- Drive continued collaboration between IT Infrastructure, Software Development and Helpdesk teams to better support business needs.
- Coordinate and liaise with business stakeholders and build and sustain effective relationships between Information Technology and business units.
- Manage IT staff by recruiting, training and coaching employees, communicating job expectations and appraising their performance.
- Ensure continued IT department staff development so that FINCA Tanzania maintains an up-to-date institutional technology knowledge base.
Job Requirements
Qualifications
- Bachelor’s degree in:
- Computer Engineering
- Computer Science
- Applied Mathematics
- Electrical and Electronics Engineering
- Or another relevant field.
Experience
- Minimum 10 years of experience in the IT field, including at least 5 years in a managerial role.
- Proven experience managing diverse IT teams.
- Experience implementing complex business applications such as Core Banking Systems (CBS) and/or Enterprise Resource Planning (ERP) systems.
- Professional certifications and/or training in ITIL, COBIT, CRISC, CGEIT or PMP are desirable.
- Professional certifications and/or training in network administration, system administration, database administration, virtualization technologies, cloud solutions, software development and/or architecture will be considered an advantage.
Knowledge and Skills
- Sound understanding of computer systems, including hardware, software and networks.
- Experience in the analysis, implementation and evaluation of IT systems and their specifications.

Travel Requirements
- Travel within Tanzania.
- Some international travel may be required.
