Responsible For: Supporting the development, implementation, maintenance and continuous improvement of the Exim Bank Business Continuity Management (BCM) Framework.
Working Hours
- Monday–Friday: 8:00 AM–5:00 PM
- Saturday: 8:00 AM–1:00 PM, only when required
- Additional hours may be required depending on workload.
Job Purpose
The Manager – Business Continuity Management will ensure that critical banking operations can continue during and after disruptive incidents while safeguarding customers, employees, assets, reputation and regulatory compliance.
The role will coordinate business continuity planning, disaster recovery preparedness, crisis management, testing and exercises, regulatory reporting and staff awareness in line with regulatory requirements and international best practices.
Key Responsibilities
1. Business Continuity Framework Management
- Develop, implement and maintain the Bank’s BCM Framework.
- Ensure BCM policies, standards, procedures and guidelines remain current.
- Monitor compliance with BCM policies across business units and subsidiaries.
- Coordinate periodic reviews and updates of the BCM Framework.
2. Business Impact Analysis (BIA)
- Facilitate BIA exercises across business functions.
- Identify critical processes, dependencies, recovery priorities and Recovery Time Objectives (RTOs).
- Maintain an updated inventory of critical services, systems, personnel, vendors and facilities.
- Assess operational risks that could affect business continuity.
3. Business Continuity Planning
- Coordinate development and maintenance of Business Continuity Plans (BCPs).
- Ensure business units regularly review and update their continuity plans.
- Verify that recovery strategies are practical and aligned with business requirements.
- Support departments in closing identified continuity gaps.
4. Disaster Recovery Coordination
- Work with IT teams to ensure Disaster Recovery Plans (DRPs) adequately support critical banking services.
- Participate in disaster recovery testing and validation.
- Monitor corrective actions resulting from DR tests.
- Ensure recovery capabilities align with business recovery requirements.
5. Testing and Exercising
- Plan and coordinate BCM and crisis-management exercises.
- Conduct tabletop exercises, simulations, evacuation drills and recovery tests.
- Prepare post-exercise reports.
- Track and close issues identified during exercises.
- Assess recovery-plan effectiveness and recommend improvements.
6. Incident and Crisis Management
- Support activation of BCM and crisis-management procedures during disruptions.
- Participate in incident-response coordination and recovery.
- Maintain crisis communication and escalation procedures.
- Prepare incident reports and lessons-learned documentation.
7. Regulatory Compliance and Governance
- Ensure compliance with applicable requirements from the Bank of Tanzania and other relevant regulators.
- Support compliance with national disaster-management and cybersecurity requirements.
- Prepare reports for regulators, management committees and governance forums.
- Support internal and external BCM-related audits.
- Track remediation of audit and regulatory findings.
8. Third-Party and Vendor Continuity Management
- Assess BCM capabilities of critical service providers and outsourced partners.
- Review vendor BCM documentation and recovery arrangements.
- Monitor risks arising from third-party dependencies.
- Participate in due-diligence reviews of strategic suppliers.
9. Training and Awareness
- Develop and deliver BCM awareness programmes.
- Train employees on business continuity, crisis response and emergency preparedness.
- Promote a culture of operational resilience across the Bank.
10. Reporting and Management Information
- Prepare BCM dashboards, metrics and management reports.
- Track Key Risk Indicators (KRIs) and BCM performance indicators.
- Present findings and recommendations to management committees when required.
Qualifications
- Bachelor’s Degree in Information Technology, Risk Management, Computer Engineering or a related field.
- A professional BCM certification is an added advantage.
Required Experience
- Minimum 3 years’ experience in business continuity, disaster recovery, operational risk, business resilience or operational resilience.
- Proven experience conducting crisis-management activations and post-incident reviews.
- Experience in financial services, including banking, fintech or mobile network operators.
- Knowledge of regulatory BCM requirements.
- Experience coordinating BIAs, BCPs, DR tests, simulations and crisis communications across multiple teams.
- Strong knowledge of BCM, operational resilience, risk and control frameworks.
- Hands-on experience designing BIAs, BCPs, DR plans and crisis-management protocols with audit-ready documentation.
- Ability to coordinate executive decision-making and stakeholder communications during live incidents.
- Strong project management, documentation and reporting skills.
