Job Summary
The Medical Officer Incharge will oversee the daily management of the UMATI Morogoro Clinic while ensuring the delivery of high-quality reproductive and general healthcare services. The role involves clinical service delivery, supervision of clinic operations, maintaining healthcare standards, ensuring compliance with Ministry of Health regulations, and achieving clinic performance targets.
Key Duties and Responsibilities
Clinical Service Delivery
- Promote effective and efficient delivery of quality reproductive and general healthcare services.
- Diagnose, investigate, treat, and refer patients as appropriate.
- Take medical histories and provide appropriate medical care.
- Maintain client confidentiality, safety, comfort, and impartiality.
- Perform minor surgical procedures, cervical cancer screening, and other approved clinical procedures.
- Provide comprehensive Sexual and Reproductive Health (SRH) services, including all family planning methods.
- Develop comprehensive service packages that meet community healthcare needs.
Clinic Management
- Oversee the day-to-day management and operations of the clinic.
- Ensure clinic activities comply with UMATI policies and procedures.
- Participate in developing and implementing strategies to improve clinic performance.
- Ensure agreed financial and service delivery targets are achieved.
- Maintain safe custody of medicines, laboratory reagents, and clinic registers.
Quality Assurance and Compliance
- Ensure implementation of quality-of-care systems within the clinic.
- Ensure compliance with Ministry of Health regulations, professional ethics, and healthcare safety standards.
- Adhere to clinical protocols, treatment guidelines, and standard operating procedures.
- Stay updated on new treatment regimens, drugs, and clinical practices.
Records and Reporting
- Maintain accurate manual and electronic patient records.
- Utilize the Clinic Management Information System (CMIS) effectively.
- Prepare and submit timely service and statistical reports.
- Ensure proper data management in accordance with professional standards.
Other Responsibilities
- Reinforce clinic health policies, protocols, and professional standards.
- Undertake any other duties assigned by the immediate supervisor.
Qualifications
Education
- Bachelor’s Degree in Medicine from a recognized institution.
Experience
- Valid medical practicing license.
- Minimum of three (3) years of relevant working experience in a similar position.
Required Knowledge and Skills
Applicants should possess knowledge of:
- Ultrasound services.
- Primary healthcare.
- Maternal and child health.
- Sexual and reproductive health (SRH).
- HIV/AIDS and communicable diseases.
- Pharmacology.
- Infection Prevention and Control (IPC) measures.
