Role Purpose
This consultancy is focused on designing and operationalizing a nationally integrated digital SBC/RCCE ecosystem in Tanzania.
The system is intended to:
- Strengthen youth engagement through digital platforms
- Integrate government communication systems
- Improve risk communication and emergency response
- Enable real-time feedback and social listening
- Support data-driven decision-making across ministries
Core Areas of Work
1. Digital SBC/RCCE Systems Architecture
The consultant will design a unified national ecosystem that:
- Anchors within the Ministry responsible for Youth
- Integrates multiple government ministries over time
- Establishes governance structures and SOPs
- Ensures interoperability between platforms
- Aligns digital tools with national priorities and UNICEF strategy

2. System Operationalization & Institutionalization
Focus on embedding systems into government operations:
- Rollout of digital platforms in ministries
- Capacity building for government teams

3. Digital Engagement Platforms
Support integration and optimization of:
- U-Report (Tanzania Mainland & Zanzibar)
- Social listening tools

4. SBC Campaign & Youth Engagement Support
Provide technical guidance for:

Emphasis:

5. Emergency RCCE & Rapid Response
Support digital emergency communication systems:
- Crisis communication design
- Rumor tracking and social listening
- Real-time feedback dashboards
- Integration with tools like ODK
- Coordination with frontline responders and partners (e.g., Red Cross)
Goal:
- Avoid parallel emergency systems by embedding into national architecture
6. Cross-Sector Integration
Ensure alignment across:
- Ministry of Youth

Required Qualifications
Education
