Job Summary

The Portfolio Analyst – Governance will support the management and implementation of UNDP’s Governance Portfolio in Tanzania.

The role focuses on supporting strategic planning, programme implementation, monitoring, evaluation, partnerships, resource mobilization, research, and knowledge management within governance-related programmes.

The position contributes to strengthening inclusive governance, accountability, transparency, human rights, access to justice, and achievement of Sustainable Development Goal (SDG) 16.

The Portfolio Analyst will support projects including the Kigoma Joint Programme Phase II, Human Security Project, and Dumisha Amani II.


Key Responsibilities

1. Support Governance Portfolio Strategy and Implementation

Responsibilities include:

  • Contribute to the development and implementation of UNDP governance strategies and policies.
  • Analyze political, social, and economic trends in Tanzania.
  • Support preparation of:
    • UN Common Country Assessment (UNCCA)
    • UN Sustainable Development Cooperation Framework (UNSDCF)
    • Country Programme Document (CPD)
    • Integrated Work Plans (IWP)
  • Support implementation of UNDP programme procedures and standards.
  • Analyze project proposals and programme documents.
  • Contribute to policy research, lessons learned, and knowledge products.
  • Integrate cross-cutting priorities including:
    • Gender equality
    • Human rights
    • Sustainable Development Goals (SDGs)

2. Programme Design, Planning, Monitoring and Quality Assurance

The Portfolio Analyst will:

  • Support design and formulation of governance programmes.
  • Translate UNDP priorities into local interventions.
  • Support implementing partners in project delivery.
  • Monitor:
    • Project implementation
    • Budgets
    • Financial resources
    • Programme results
  • Apply results-based management approaches.
  • Support monitoring, evaluation, and learning activities.
  • Promote effective use of programme data.
  • Analyze trends to support future-focused programming.
  • Consider digital technology opportunities and risks in programme implementation.

3. Partnership Development and Resource Mobilization

Responsibilities include:

  • Develop partnerships with:
    • UN agencies
    • Government institutions
    • Donors
    • International financial institutions
    • Civil society organizations
    • Private sector stakeholders
  • Identify funding opportunities.
  • Support preparation of:
    • Concept notes
    • Project proposals
    • Programme documents
  • Contribute to UNDP resource mobilization efforts.
  • Support development of programme pipelines.

4. Policy Advisory, Knowledge Management and Capacity Building

The role will:

  • Identify policy challenges and opportunities.
  • Document best practices and lessons learned.
  • Support advocacy initiatives with partners.
  • Contribute to policy development with government and stakeholders.
  • Support knowledge networks and communities of practice.
  • Organize training for project and programme staff.
  • Promote learning and knowledge sharing.

Education Requirements

Required:

Master’s Degree in any of the following:

  • Human Rights
  • Political Science
  • Public Administration
  • Political Geography
  • Development Studies
  • International Affairs
  • Law
  • Related fields

OR

Bachelor’s Degree in the above fields plus an additional 2 years of qualifying experience may be considered.


Experience Requirements

For Master’s Degree Holders:

  • Professional experience is not mandatory.

For Bachelor’s Degree Holders:

Minimum:

  • 2 years of relevant professional experience

Experience should include:

  • Programme/project management support.
  • Monitoring and evaluation.
  • Development portfolio management.
  • Management advisory services.

Desired Experience

Advantageous experience includes:

  • Democratic governance programmes.
  • Development projects in Tanzania or East Africa.
  • Experience working in developing countries.
  • Knowledge of UN/UNDP policies and programme approaches.
  • Human Rights Based Approach to Development.
  • Gender equality and SDG programming.
  • PRINCE2 or similar project management certification.

Required Technical Skills

Proficiency in:

  • Microsoft Word
  • Microsoft Excel
  • Microsoft PowerPoint

Language Requirements

Fluency required in:

  • English
  • Kiswahili

Knowledge of additional UN languages is an advantage.
