Position Title: Program Manager – Clinic Services & Health Management Information System (HMIS)
Job Purpose
The Program Manager provides technical leadership and oversight across UMATI clinics and SRH programs to ensure:
- High-quality, evidence-based clinical service delivery
- Compliance with national and donor standards
- Effective implementation of SRH programs
- Strong data-driven decision-making through HMIS systems
- Improved clinic performance and service outcomes
The role also ensures mentorship, supervision, and coordination of clinic teams across project sites.
Key Responsibilities
1. Project Planning & Management
- Provide technical guidance on SRH program implementation aligned with national guidelines
- Conduct bi-annual quality-of-care assessments across clinics
- Develop and implement quality improvement plans
- Oversee clinical governance and adverse event reporting
- Monitor implementation progress and report technical issues
- Promote adherence to clinical standards and protocols
2. Clinical Leadership & Operations Management
- Oversee daily clinic operations and service delivery standards
- Supervise, mentor, and evaluate clinical staff performance
- Develop and enforce clinical policies and procedures
- Ensure compliance with healthcare regulations and accreditation standards
- Monitor clinical KPIs and performance trends
- Conduct staff training and capacity development
- Handle escalation of patient complaints and service issues
- Conduct monthly/quarterly performance and income review meetings
- Provide supportive supervision to clinics
3. Data & Health Information Management (HMIS)
- Ensure timely data entry into UMATI DHIS2 system
- Analyze health data and generate actionable insights
- Monitor key performance indicators (KPIs)
- Prepare reports for management and donors
- Support evidence-based decision-making
- Document case studies, success stories, and best practices
- Collaborate with communications teams for knowledge sharing
4. Compliance, Risk & Resource Management
- Prepare quarterly clinic reports
- Review and approve field activity requests and retirements
- Ensure safeguarding policies for children and vulnerable adults are implemented
- Identify risks and implementation challenges early
- Monitor clinic performance against targets
- Support financial oversight and budget monitoring
- Ensure efficient use of resources and value for money
- Maintain compliance with donor and government requirements
Qualifications & Experience
Education
- Bachelor’s or Master’s degree in:
- Medicine
- Nursing
- Public Health (with epidemiology/HMIS training preferred)
Experience
- Minimum 7 years of experience in:
- Clinical service management
- Public health or health systems
- M&E or HMIS (Health Management Information Systems)
- Experience in:
- NGO or healthcare project environments
- Health data reporting and analysis
- DHIS2 and statistical software (Excel + at least one statistical tool)
- Strong background in research design and evaluation (quantitative & qualitative)
