Programme Background
The position supports two major programme areas:
- Strengthening Community Resilience in Tanzania – Human Security Approach
- Community resilience and human security.
- Peacebuilding and conflict prevention.
- Prevention of violent extremism.
- Border management.
- Establishment of a multipurpose ICT centre.
- Strengthening government and community response capacities.
- Human-Wildlife Conflict Programme
- Rapid response mechanisms for human-wildlife conflict.
- Real-time wildlife detection and incident reporting.
- Data-driven wildlife management.
- Community engagement and capacity building.
- Monitoring, evaluation and knowledge management.
UNDP serves as the Lead Implementing Partner, working closely with IOM, government institutions, the Resident Coordinator’s Office, donors and other stakeholders.
Position Purpose
The Programme Coordinator will have overall responsibility for management and day-to-day coordination of the Human Security and Human-Wildlife Conflict programmes.
The role provides strategic and technical leadership while coordinating UNDP, IOM, government, donors and other programme stakeholders.
Key Responsibilities
1. Strategic & Technical Leadership
- Provide strategic and technical direction on peace, security and resilience.
- Support prevention of violent extremism and human-wildlife conflict.
- Provide technical guidance on peacebuilding, conflict transformation and natural-resource management.
- Build stakeholder capacity around the human-security approach.
- Conduct political, social and economic analysis relevant to the programmes.
- Identify policy gaps and provide strategic recommendations.
- Provide technical advice to UNDP management and national counterparts.
2. Programme Implementation & Quality Assurance
- Oversee day-to-day programme administration and implementation.
- Ensure annual workplans are delivered at national and local levels.
- Organize technical meetings with government and programme partners.
- Design and implement stakeholder training programmes.
- Monitor progress against the Results Framework (RF).
- Conduct field missions and prepare monitoring reports.
- Represent programmes at meetings and workshops.
- Establish quality-assurance mechanisms for programme outputs, publications, policy briefs and reports.
- Ensure financial and operational procedures comply with UNDP rules and regulations.
3. Programme & Financial Management
- Develop annual workplans, budgets, procurement plans and monitoring plans.
- Prepare financial and budget-variance reports.
- Coordinate activity, output and outcome reporting.
- Prepare donor and quarterly/annual reports.
- Maintain monthly programme progress updates.
- Apply Results-Based Management (RBM) tools.
- Monitor programme risks and recommend corrective actions.
- Develop Terms of Reference for consultants and advisors.
- Organize Programme Steering Committee meetings.
4. Partnerships & Resource Mobilization
- Coordinate technical discussions with government and national stakeholders.
- Develop partnership agreements, including:
- Letters of Agreement
- Responsible Party Agreements
- Memoranda of Understanding
- Engage donors to support additional resource mobilization.
- Develop partnerships with UN agencies, government, donors, private sector and civil society.
- Support sector-wide coordination and strategic planning.
5. Advocacy & Knowledge Management
- Lead high-impact advocacy activities and campaigns.
- Monitor emerging trends and programme-related knowledge.
- Capture lessons learned and best practices.
- Contribute to UN knowledge networks and communities of practice.
- Support South-South and Triangular Cooperation platforms.
Required Education
Option 1 – Preferred:
- Master’s Degree or equivalent in:
- Law
- Political Sciences
- International Relations
- Development Studies
- Social Sciences
- Related field
Option 2:
- Bachelor’s Degree in one of the above fields plus two additional years of qualifying experience in lieu of a Master’s.
Required Experience
- 5 years relevant experience with a Master’s Degree, or
- 7 years relevant experience with a Bachelor’s Degree.
Experience should be relevant to Law, Political Science, International Relations, Development Studies, Social Sciences or related fields.
Also required:
- Programme/project management experience.
- Strong computer skills, including MS Word and Excel.
- Experience with web-based management systems.
- Advanced knowledge of spreadsheets and databases.
Desirable Experience
