Project Communications Officer – PropelA Project

Organization Overview

The PropelA Project, implemented by Swisscontact and financed by the Hilti Foundation, is a four-year initiative (starting 2026) aimed at economically empowering 900 Tanzanian youth through improved employability via a high-quality, industry-oriented education system.

The project introduces a dual apprenticeship model in:

  • Electrical installation
  • Plumbing

It works in partnership with:

  • 30 construction companies
  • Public and private Vocational Education and Training (VET) stakeholders in Dar es Salaam

The long-term goal is to institutionalize dual apprenticeships within Tanzania’s VET system and position apprenticeships as a strategic HR solution for companies.


Position Details

  • Position Title: Project Communications Officer
  • Organization: Swisscontact
  • Project: PropelA
  • Duty Station: Dar es Salaam, Tanzania

Position Purpose

The Project Communications Officer is responsible for leading and managing all communication activities for the PropelA project under the supervision of the Project Manager.

The role ensures effective communication, visibility, stakeholder engagement, and knowledge dissemination to support project objectives and impact.


Key Responsibilities

1. Communications Strategy & Content Development

The officer will:

  • Develop and implement a project communications strategy aligned with project goals.
  • Prepare annual communication plans and budgets.
  • Produce high-quality communication content, including:
    • News articles
    • Social media content
    • Press releases
    • Speeches
    • Presentations
  • Ensure all communication materials comply with Swisscontact branding guidelines.
  • Promote the dual apprenticeship model among:
    • Construction sector stakeholders
    • Public and private VET institutions
  • Coordinate with regional and cross-country communication teams (Tanzania, regional office, Kenya PropelA project).
  • Ensure internal teams understand and contribute to communication activities.

2. Public Relations & Media Engagement

The role includes:

  • Organizing stakeholder events, donor visits, and partner engagements.
  • Representing Swisscontact at external events.
  • Strengthening project visibility and institutional reputation.
  • Building and maintaining relationships with media outlets.
  • Ensuring consistent media coverage of project activities.
  • Managing media monitoring and archives.
  • Updating Swisscontact website content.
  • Managing social media platforms, including:
    • LinkedIn
    • Instagram
    • Twitter (X)
  • Developing and implementing a social media strategy to promote apprenticeship models.

3. Knowledge Management

The Communications Officer will:

  • Contribute to Swisscontact Tanzania’s knowledge-sharing systems, including:
    • Stakeholder databases
    • Best practice documentation
    • Event records
    • Communication materials archive
  • Work with the Learning Advisor to produce:
    • Success stories
    • Best practice documentation
  • Support production of learning materials for national and international audiences.
  • Maintain digital media archives (photos, videos, documentation).
  • Ensure effective internal and external knowledge sharing.

4. Additional Communication Support Functions

The role also includes:

  • Integrating gender equality and social inclusion principles into all communications.
  • Providing editing, proofreading, and layout support for donor-facing materials:
    • Reports
    • Presentations
    • Success stories
  • Advising project management on communication risks and opportunities.
  • Ensuring compliance with:
    • Swisscontact policies
    • Code of Conduct
    • Donor requirements
    • Tanzanian laws
  • Performing other communication-related tasks assigned by the Project Manager.

Required Qualifications

Education

  • Bachelor’s degree in:
    • Public Relations
    • Mass Communication
    • Journalism
    • Or related field

Experience

  • Minimum 5 years of progressive experience in communications roles.

Core Competencies

Candidates should demonstrate:

  • Excellent written and verbal communication in English and Kiswahili
  • Strong storytelling and content development skills
  • Ability to develop strategic communication plans
  • Strong digital communication skills (MS Office and related tools)
  • Strong attention to detail and organizational ability
  • Ability to manage multiple priorities effectively
  • Strong interpersonal and stakeholder engagement skills
  • Ability to build trust across teams, partners, and donors

Duty Station

  • Main office: Dar es Salaam
  • Occasional travel to Morogoro and other East African locations
