Role Purpose

The Regional Accounts Manager is responsible for:

  • Financial oversight of branch operations
  • Ensuring compliance with BRAC and donor financial policies
  • Strengthening internal controls and financial risk management
  • Supporting accurate financial reporting and budgeting
  • Supervising and mentoring finance staff (BAOOs)

Key Responsibilities

Financial Oversight and Compliance

  • Ensure branch compliance with financial policies and donor regulations
  • Review financial transactions and reconciliations
  • Monitor cash registers, bank reconciliations, and financial records
  • Ensure accuracy of system-generated reports (Binsight and SBI Cloud)
  • Support resolution of financial system errors
  • Ensure compliance with tax and statutory requirements

Field Monitoring and Risk Management

  • Conduct regular branch monitoring visits
  • Perform surprise cash counts and verify records
  • Review asset registers and inventory records
  • Identify financial risks and irregularities
  • Recommend corrective actions and escalate major issues
  • Support programme financial planning and implementation

Budget Monitoring and Reporting

  • Monitor budget utilization across branches
  • Analyze budget vs actual expenditures
  • Support Annual Operating Plan (AOP) preparation
  • Review monthly financial reports and reconciliations
  • Consolidate and submit regional financial reports

Mentorship and Capacity Building

  • Train and mentor BAOOs and branch finance staff
  • Conduct coaching sessions and financial training
  • Support onboarding of new finance staff
  • Identify capacity gaps and recommend training

Internal Controls and Audit Support

  • Strengthen internal control systems at branch level
  • Ensure proper segregation of duties
  • Review financial documentation for compliance
  • Support audit preparation and response
  • Track implementation of audit recommendations
  • Support fraud detection and reporting procedures

Safeguarding

  • Promote safeguarding standards in financial operations
  • Ensure protection from abuse, exploitation, and harassment
  • Report safeguarding concerns according to policy

Requirements

Education

Bachelor’s degree in:

  • Accounting
  • Finance
  • Business Administration
  • Commerce

Experience

  • 4–5 years in finance and accounting
  • Preferably in NGO or development programmes
  • Experience supervising finance staff across multiple locations is an advantage
