Job Summary

FHI 360 is seeking a Regional HIV/TB Clinical Coordinator to provide technical leadership and coordination for the implementation, quality improvement, and scale-up of comprehensive HIV and TB services under the EpiC project in Tanzania.

The position will provide strategic and technical guidance to strengthen the quality, coverage, integration, and effectiveness of HIV/TB services across supported Police and Prisons (PnP) and public health facilities in the assigned region.

The role will provide clinical mentorship, strengthen capacity, address clinical and programmatic challenges, and promote evidence- and data-driven improvements in service delivery and patient outcomes across the HIV/TB continuum of care, including integrated HIV, TB, and NCD services.

Key Responsibilities

• Oversee technical implementation and quality of services covering:
  • HIV Testing Services (HTS) and prevention
  • Care and treatment
  • Advanced HIV Disease (AHD)
  • PMTCT/EID
  • TB services
  • NCD service integration
  • Cervical cancer screening
  • Integrated Quality Improvement (QI) initiatives
• Ensure project components are implemented according to objectives and expected outcomes.
• Lead, supervise, and coordinate regional technical activities.
• Provide technical leadership in collaboration with the central technical team.
• Monitor program performance against targets and identify service delivery gaps.
• Provide timely technical support to address clinical and programmatic challenges.
• Build the capacity of Regional and Council Health Management Teams (R/CHMTs) in program management and technical areas.
• Work with regional and central technical teams on TB/HIV/AIDS program implementation.
• Participate in strategic planning, implementation, monitoring, evaluation, capacity building, and reporting with regional and district technical teams.
• Participate in CHMT planning, implementation, monitoring, evaluation, negotiations, capacity building, and reporting.
• Provide direct technical support to health facilities through:
  • Site start-up activities
  • HIV/AIDS management training
  • Clinical mentorship and CME
  • Patient-flow optimization
  • Adherence improvement initiatives
  • Data-driven performance improvement
• Maintain effective working relationships with CHMTs, facility in-charges, and health facility staff.
• Ensure clinical care at supported service-delivery points conforms to national guidelines and SOPs.
• Coordinate HIV/AIDS-related training, CME, and mentorship sessions for health workers.
• Coordinate quarterly joint R/CHMT supportive supervision.
• Provide technical assistance for TB-HIV integration at district and facility levels.
• Collaborate with district M&E teams to assess the effectiveness of program interventions.
• Coordinate the development and presentation of best practices.

Applied Knowledge and Skills

Candidates should demonstrate:

• Strong knowledge of HIV/TB prevention, testing, care, and treatment services.
• Knowledge of Tanzania Ministry of Health, USG policies, guidelines, reporting requirements, and quality standards related to TB and TB/HIV programs.
• Ability to analyze and use program data for performance monitoring, data-quality improvement, analysis, and evidence-based decision-making.
• Skills in clinical mentorship, coaching, supportive supervision, and capacity building.
• Strong leadership, team management, collaboration, and stakeholder-engagement skills.
• Knowledge of quality assurance and continuous quality improvement principles.
• Excellent verbal, written, and interpersonal communication skills.
• Cultural sensitivity and understanding of political, contextual, and ethical issues relevant to the assigned work.
• Strong organizational and analytical skills.
• Ability to identify operational and programmatic challenges, conduct root-cause analysis, develop practical solutions, and implement corrective actions.
• Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
• Fluency in English and Kiswahili.

Supervision

• Mentor project staff and strengthen their technical capacity and performance.
• Report to the Regional Manager.
• Provide coaching and mentoring to others and may assist with team management, although the position has no formal management responsibility.

Education Requirements

• Degree in Medicine or a related field with relevant national registration.
• A Master’s Degree in Public Health (MPH) or international equivalent is an added advantage.

Experience Requirements

• Minimum 8 years of professional experience in HIV/TB clinical services, preferably within public health or donor-funded programs.
• Proven experience in:
  • HIV/TB program implementation
  • Clinical mentorship
  • Supportive supervision
  • Quality improvement
• Experience working with:
  • Ministry of Health (MOH)
  • Regional/Council Health Management Teams (R/CHMT)
  • Healthcare facilities
  • Civil Society Organizations (CSOs)
  • Implementing partners
• Demonstrated experience in program monitoring, data analysis, reporting, and using data to improve services.
• Experience working in multi-stakeholder and regional program environments is highly desirable.

Salary

The expected hiring salary range is:

TZS 90,000,000 – 95,000,000 per year (basic salary).
