Position Summary

The Senior Administration Officer will provide professional, technical, and administrative support to the Manager – HR Operations Support in managing and optimizing administrative services across the organization.

The role focuses on improving operational efficiency, ensuring cost control, maintaining compliance with Health, Safety and Environment (HSE) standards, managing contractor performance, overseeing staff transport and catering services, maintaining accurate records and databases, and ensuring timely invoice verification and budget management.


Key Responsibilities

Health, Safety & Compliance

  • Promote and uphold GGML Health, Safety and Environment (HSE) standards.
  • Monitor contractors’ compliance with site safety requirements.
  • Participate in investigations involving contractor-related incidents.

Contractor Management

Manage and evaluate contractors responsible for:

  • Staff transportation
  • Catering and canteen services
  • Cleaning and laundry services
  • Commissary services

Responsibilities include:

  • Conducting monthly performance review meetings.
  • Tracking agreed action plans.
  • Monitoring service delivery standards.

Financial & Budget Management

  • Verify work completed before processing contractor payments.
  • Process verified invoices through SAP.
  • Support preparation and monitoring of Operational Expenditure (Opex) and Capital Expenditure (Capex) budgets.
  • Monitor expenditure and analyze cost drivers.
  • Ensure actual expenditure remains within approved budget forecasts.
  • Prevent cost leakage through effective invoice verification.

Administrative Systems & Records Management

  • Develop and maintain administrative databases, including:
    • Meal Control System
    • Exit Social Security Fund Tracking Database
  • Maintain complete and audit-ready records.
  • Ensure accurate operational documentation.

Operations Management

Supervise daily administration services, including:

  • Staff bus transportation
  • Fleet tracking compliance
  • Route inspections
  • Bus schedules
  • Meal tracking systems
  • Food delivery coordination

Resolve operational issues and escalate complex matters when necessary.

Social Security & Employee Services

  • Manage social security contributions.
  • Administer voluntary benefit schemes.
  • Process employee claims.
  • Verify, produce, and issue medical cards for employees and dependents.
  • Maintain accurate exit Social Security Fund records.

Invoice Verification

  • Review contractor invoices against completed work.
  • Report discrepancies before payment processing.
  • Ensure timely invoice approval through SAP.

Staff Transportation Management

  • Plan and review transport schedules.
  • Monitor fleet utilization.
  • Ensure adherence to transport timetables.
  • Resolve transportation delays promptly.

Catering & Meal Services

  • Review meal plans and menus.
  • Monitor meal control systems.
  • Ensure quality and timely food delivery services.

Customer Service

  • Process employee requests efficiently.
  • Deliver high-quality HR administrative support.
  • Maintain confidentiality and professionalism.

Minimum Qualifications

Applicants must possess:

  • Bachelor’s Degree in:
    • Business Administration
    • Human Resources Management
    • Public Administration
    • Or an equivalent qualification.

Candidates with extensive practical experience in managing large-scale staff transportation, catering, or cleaning services may also be considered.


Experience

Applicants should have:

  • 3–5 years of experience in:
    • Administration
    • Contract Management
    • Logistics
  • Experience within a large organization.
  • Previous experience in the mining industry or another multinational heavy industry environment is highly preferred.
  • Demonstrated experience managing:
    • Staff transportation
    • Catering services
    • Cleaning services
    • Social security and insurance claims
