Program Summary
The Senior MEAL Coordinator will support two major Mercy Corps Tanzania programs:
DREAMS Tanzania
A four-year program supporting 150,000 naturalized refugees and host communities in:
- Ulyankulu
- Mishamo
- Katumba
The program combines:
- Poverty graduation approaches
- Market systems development
to improve self-reliance and economic resilience.
GIRL-H Program
Girls Improving Resilience through Livelihoods and Health (GIRL-H) is a multi-country initiative operating in:
- Tanzania
- Uganda
- South Sudan
- Nigeria
The program focuses on improving:
- Health outcomes
- Education access
- Livelihood opportunities
- Social inclusion for adolescents and youth
Job Summary
Mercy Corps Tanzania is seeking an experienced Senior MEAL Coordinator to strengthen Monitoring, Evaluation, Accountability, and Learning (MEAL) systems for the DREAMS Tanzania and GIRL-H programs.
The role will support:
- Evidence-based programming
- Adaptive management
- Data quality assurance
- Program accountability
- Learning and reporting systems
The successful candidate will ensure consistent implementation of MEAL standards, systems, and practices while supporting high-quality reporting and program improvement.
Key Responsibilities
Strategic Leadership & Oversight
- Provide strategic direction for MEAL functions across both programs.
- Ensure alignment with donor expectations and Mercy Corps MEAL policies.
- Lead MEAL coordination among consortium and private sector partners.
- Strengthen the capacity of MEAL officers and program teams.
- Integrate MEAL into program planning and implementation.
Monitoring, Reporting & Evidence Generation
- Oversee collection, validation, and reporting of performance data.
- Manage IPTT consolidation and quarterly updates.
- Establish data flow protocols across partners.
- Strengthen outcome and impact reporting.
- Coordinate assessments, evaluations, and learning studies.
- Prepare donor and internal performance reports.
- Collect case studies, success stories, and qualitative evidence.
Data Management, Analysis & Visualization
- Oversee systems including:
- Comcare
- Microsoft Azure
- Power BI
- Tola Data
- Drive automation and data quality improvements.
- Ensure compliance with data protection and governance standards.
- Facilitate collaborative data interpretation sessions.
- Conduct field visits to monitor MEAL system functionality.
Community Accountability Reporting Mechanism (CARM)
- Manage Mercy Corps Tanzania’s accountability reporting mechanism.
- Ensure accessible feedback channels for communities.
- Track and respond to community feedback appropriately.
- Promote gender-sensitive and inclusive accountability systems.
- Use community feedback to improve program quality.
Learning & Knowledge Management
- Lead implementation of learning agendas for DREAMS and GIRL-H.
- Facilitate reflection and learning sessions with program teams.
- Document lessons learned, best practices, and innovations.
- Produce evidence-based insights for donor communication and strategic decision-making.
Capacity Building
- Develop SOPs and practical MEAL guidance tools.
- Build partner capacity in data management and reporting.
- Conduct staff training on MEAL systems and standards.
- Support recruitment and onboarding of MEAL support teams when needed.
Safeguarding Responsibilities
- Integrate safeguarding practices into daily work.
- Promote dignity, accountability, and respectful communication.
- Encourage reporting through Mercy Corps safeguarding channels.
Supervisory Responsibilities
The Senior MEAL Coordinator will provide:
- Administrative supervision
- Technical support
- Capacity building
to DREAMS Tanzania and GIRL-H MEAL focal points.

Minimum Qualifications & Experience
Applicants should possess:
- Strong understanding of MEAL systems, standards, and processes
- Experience in market systems development programming
- Knowledge of poverty graduation programming (added advantage)
- Minimum 5 years of relevant MEAL experience
- Experience managing large programs and accountability systems
- Staff capacity-building experience
- Strong coordination and consensus-building skills
- Fluency in English
- Kiswahili proficiency is an added advantage
- Willingness to travel frequently within implementation areas
