Major Responsibilities

1. Budget Development and Performance Control – 20%

  • Coordinate and consolidate budget preparations, review and timely submission.
  • In collaboration with the Project Coordinator, ensure all budget spending is carried out according to approved budgets and activities.
  • Ensure expenditure complies with World Vision policies and donor terms and conditions.

End Results

  • Quality budgets are prepared, submitted on time and approved.

2. Capacity Building – 10%

  • Conduct financial capacity-building needs assessments.
  • Ensure a capacity-building plan is established for field staff, partners and sub-grantees.
  • Conduct financial capacity-building activities for field staff and partners.

End Results

  • Capacity-building sessions within the programmes are well coordinated.

3. Financial Reporting and Accountability – 15%

  • Coordinate preparation of financial reports at programme level.
  • Review financial reports and ensure timely submission.
  • Conduct monthly FFT reviews to ensure report accuracy.
  • Prepare project financial analysis reports and share them with programme and project management on a monthly basis.
  • Ensure compliance with the LDR Policy.

End Results

  • Complete financial reports are prepared with clearly explained variance explanations.

4. Cash Management – 10%

  • Ensure adequate cash management within programmes.
  • Ensure programmes maintain the targeted low cash balance at the end of each month.
  • Perform monthly bank reconciliations.
  • Ensure all payments are made on time and comply with FFM policies and procedures.
  • Ensure payments have relevant and adequate supporting documentation.

End Results

  • Target low cash balances are achieved and cash-related risks are prevented.

5. Audit Performance and Follow-Up – 10%

  • In collaboration with the Programme Manager/Coordinator, coordinate programme-level auditing exercises.
  • Prepare timely responses to auditors’ observations and recommendations.
  • Prepare action plans for implementation of audit findings.
  • Share audit action plans with the National Office.
  • Follow up within the programme on the implementation status of audit findings.

End Results

  • Good audit ratings are achieved and audit recommendations are implemented on time.

6. Partner Management – 10%

  • Participate in partner assessments covering their systems and financial capacity before engagement and transfer of funds.
  • Ensure partners meet the required minimum financial standards for working with World Vision Tanzania.
  • Conduct partner monitoring visits for review and capacity building.
  • Ensure timely funding and retirement of partner advances.

End Results

  • Partners demonstrate good performance and deliver quality results.

7. Administrative Responsibilities – 10%

  • Provide technical support for fleet management to ensure efficiency and compliance.
  • Prepare monthly fleet analysis reports covering maintenance and fuel costs to support management decision-making.
  • Prepare fleet reports for monthly submission to the National Office.
  • Facilitate programme-level procurement by ensuring compliance with World Vision policies and procedures.
  • Support project implementation through effective procurement processes.
  • Review monthly staff payroll and ensure compliance with applicable laws and regulations.
  • Undertake performance appraisals with staff at cluster level.

End Results

  • Timely administrative support is provided and risks are managed at an acceptable level.

8. Balance Sheet and Asset Management – 5%

  • Manage all balance sheet items, including staff advances, within the programme in accordance with World Vision policies.
  • Review staff EERs for accuracy and validity of receipts.
  • Ensure the Fixed Assets Register is maintained and updated on time.
  • Ensure inventories are properly reconciled.

End Results

  • Clean and properly managed balance sheet items.

Knowledge and Qualifications

Required Professional Experience

The required knowledge and skills may be acquired through a combination of formal education, self-education, prior experience and on-the-job training.

Minimum Qualification

  • Bachelor’s degree in Accountancy or a related field.

Experience

  • 2–4 years of relevant experience.

Preferred Qualifications

  • MBA
  • ACCA
  • CPA

Technical Skills and Abilities

  • Excellent computer skills, particularly in:
    • Microsoft Excel
    • Microsoft Word
    • SunSystems software
  • Demonstrated ability in supervision.
  • Good planning and organizational skills.
  • Tact and diplomacy when dealing with staff and workplace-related matters.
  • Ability to maintain effective working relationships with staff at all levels.
