FHI 360 is seeking a qualified professional for the position of Senior Regional Technical Officer, Supply Chain, based in Dodoma, Tanzania.
The position will provide technical leadership, mentorship and systems support to strengthen supply chain management, pharmaceutical services and data use for HIV/AIDS and TB programmes.

Job Summary
The Senior Regional Technical Officer (SRTO), Supply Chain will provide hands-on technical leadership, mentorship and systems support to strengthen:
- Supply chain management
- Pharmaceutical services
- Commodity management
- Data quality and use
- Health systems strengthening
The position will serve as a technical link between MSD (Tanzania Mainland), CMS (Zanzibar), RHMTs, CHMTs, Logistics Management Services teams, health facilities and regional implementing partners.
The officer will provide ongoing technical support to frontline staff and local partners to ensure supply chain activities are data-driven and evidence-based, while ensuring life-saving commodities are properly managed, monitored and accounted for using Ministry of Health-approved systems and tools.
The role will support the uninterrupted availability of HIV/AIDS and TB commodities across facility- and community-based service delivery points.
Key Responsibilities
Supply Chain and Commodity Management
- Provide technical expertise and day-to-day support on commodity management at regional, council and health facility levels.
- Support bottom-up quantification (BUQ) and integration into national supply and procurement plans.
- Monitor stock status across supported facilities.
- Analyze inventory trends and coordinate with stakeholders to prevent stock-outs, minimize expiries and reduce overstocking.
- Strengthen the use of eLMIS, DHIS2, GoTHOMIS and related systems for accurate, complete and timely reporting.
Technical Support and Mentorship
- Support R/CHMT platforms to review and address life-saving commodity supply chain challenges using data.
- Provide on-the-job mentorship and demonstrations on stock management, ordering, reporting and redistribution.
- Guide MTCs and health facility staff on rational use of medicines, antimicrobial resistance and patient safety.
- Strengthen pharmacovigilance and support follow-up of adverse drug reaction reporting.
- Facilitate mentorship for health facility pharmacists and clinicians through practical demonstrations and supportive supervision.
Stakeholder Coordination
- Strengthen collaboration with MSD, TMDA, CMS, ZFDA and the Pharmacy Council.
- Support RHMTs, CHMTs, HMTs, MTCs, IMPACT Teams, logistics management teams and health facilities.
- Promote improved supply chain data collection, validation, analysis and reporting.
- Promote the use of dashboards, scorecards and performance reports for continuous improvement.
Data Management and Quality Improvement
- Ensure timely and complete data flow into national systems, including:
- eLMIS
- DHIS2
- GoTHOMIS
- Support root-cause analysis and corrective actions to improve data quality and system performance.
- Implement capacity-building initiatives aligned with MOH/PORALG strategies.
- Mentor supply chain staff, pharmacists, laboratory technologists and health workers on supply chain management, pharmaceutical management and data use.
Applied Knowledge and Skills
Applicants should have:
- Strong knowledge of Tanzania’s supply chain systems.
- Knowledge of Tanzania Ministry of Health, PEPFAR and donor policies, guidelines and reporting requirements.
- Experience in programme implementation, quality improvement, mentorship and capacity strengthening.
- Strong data analysis, performance monitoring and data-use skills.
- Ability to develop technical reports, training materials and knowledge products.
- Experience in project planning, workplan implementation and budget monitoring.
- Excellent analytical, problem-solving and organizational skills.
- Strong stakeholder engagement, partnership-building and communication skills.
- Experience supporting proposal development, technical design and business development activities.
Education
A degree in Pharmacy, Supply Chain Management, Public Health or a related field is required.
Master’s degree is preferred.
Experience
Applicants should have a minimum of eight (8) years of experience supporting:
- Public-sector life-saving commodities supply chain management
- Pharmaceutical management
- Health systems strengthening
Candidates should also demonstrate:
- Expertise in e-LMIS, CTC2 Database, Pharmacy Modules DHIS2, BUQ, GoTHOMIS and related tools.
- Knowledge of rational medicine use and pharmacovigilance.
- Excellent analytical, facilitation and problem-solving skills.
- Experience working with the Ministry of Health, US Government-funded projects and other donor-funded health programmes.
- Experience in technical assistance, capacity building, mentorship and supportive supervision.
- Experience in programme planning, monitoring, data use, quality improvement and performance management.
Supervision
The successful candidate will:
- Mentor and supervise junior-level staff.
- Strengthen the technical capacity and performance of team members.
- Report to the Regional Manager / Senior Technical Advisor – Supply Chain Specialist.
Travel Requirements
The position requires approximately 10%–25% domestic travel to councils and health facility project sites for:
- Technical assistance

Salary
The expected annual basic salary range is:
TZS 68,000,000 – 90,000,000
