Job Purpose

The Senior Technical Officer (STO), Demand Planning – Malaria will provide technical assistance to the National Malaria Control Programme (NMCP) and other malaria stakeholders to strengthen malaria commodity forecasting, quantification, demand planning, and supply chain management.

The position supports availability of quality malaria commodities through effective planning, monitoring, capacity building, technical guidance, and continuous improvement of malaria supply chain systems in Tanzania.

Key Responsibilities

Malaria Demand Planning and Supply Chain Management

• Provide technical support and guidance to NMCP and stakeholders on malaria commodity demand planning.
• Strengthen capacity of government teams and partners through:
  • Technical assistance
  • Mentorship
  • Training
  • Coaching
• Ensure timely availability of malaria commodities across the healthcare system.
• Plan and coordinate malaria commodity quantification exercises.
• Promote best practices in:
  • Forecasting
  • Supply planning
  • Commodity management
• Participate in:
  • Bottom-Up Quantification (BUQ) exercises
  • Supply chain review meetings
  • Pipeline analysis activities
• Support NMCP in designing, implementing, monitoring, and evaluating malaria interventions.
• Monitor commodity availability to ensure:
  • Correct quantities
  • Required quality
  • Timely delivery
• Track supplies and identify supply chain risks.
• Develop mitigation measures to prevent shortages and disruptions.

Technical Support and Quality Improvement

• Strengthen logistics and supply chain capacity among frontline healthcare workers and stakeholders.
• Support development of feedback mechanisms for malaria stock status reporting.
• Monitor demand planning performance and provide updates to NMCP and project leadership.
• Ensure project activities follow:
  • Organizational strategies
  • Standard Operating Procedures (SOPs)
  • Quality standards
• Develop technical materials including:
  • Reports
  • Technical briefs
  • Guidance documents
  • Policy support materials
• Provide technical input into malaria best practices.
• Support research activities through development of tools, reports, and interventions.
• Mentor junior staff and support team performance improvement.

Business Development and Donor Support

• Support proposal development for procurement of:
  • Malaria medicines
  • Diagnostics
  • Other essential commodities
• Develop technical inputs for:
  • Project proposals
  • Budgets
  • Work plans
  • Supply chain strengthening activities

Required Knowledge and Skills

Applicants should have:

• Strong knowledge of:
  • Supply chain management
  • Demand planning
  • Forecasting
  • Commodity quantification
• Experience providing technical support in health commodity planning.
• Knowledge of quality assurance and continuous improvement principles.
• Ability to use database management systems and online research tools.
• Understanding of:
  • Public health supply chains
  • Government health systems
  • Donor-funded programs
  • Health policies and regulations
• Strong data analysis and interpretation skills.
• Ability to use evidence-based approaches for forecasting and decision-making.
• Excellent written and verbal communication skills.
• Fluency in:
  • English

• Strong stakeholder engagement and government relationship management skills.

Education Requirements

Master’s degree (or international equivalent) in:

• Public Health
• Pharmacy
• Laboratory Science
• Related field

The qualification must be supported by relevant experience in:

• Commodity forecasting
• Quantification
• Demand planning
• Supply chain management

Experience Requirements

Minimum 6+ years of progressive experience in:

• Malaria commodity forecasting
• National quantification
• Demand planning
• Health supply chain management

Additional requirements:

• Experience working with:
  • NGOs
  • Government institutions
  • Implementing partners
  • Donor-funded programs
  • Private organizations
• Knowledge of Tanzania health supply chain systems.
• Experience managing malaria commodities.
• Experience using forecasting and quantification tools.

Salary Range

Expected annual basic salary:

TZS 68,000,000 – 90,000,000
