Project Overview

The RISE (Reaching Impact, Saturation and Epidemic Control) project is funded by the U.S. Department of State to support malaria prevention, diagnosis, treatment, surveillance, and monitoring and evaluation activities across Mainland Tanzania and Zanzibar.

Implemented in collaboration with the National Malaria Control Programme (NMCP), Zanzibar Malaria Elimination Programme (ZAMEP), and PMO-RALG, the project aims to strengthen national malaria strategies, improve service delivery, and enhance health system resilience.

The Special Task – Coordinator, ITN Distribution will be engaged for two months (July–August 2026) to provide technical and logistics support during the Targeted Mass Campaign (TMC) for Insecticide-Treated Net (ITN) distribution in Lindi Region.

Reporting to the ITN Systems Coordinator, the successful candidate will support logistics coordination, ITN receipt and verification, distribution, and accountability throughout the campaign.


Key Responsibilities

1. ITN Planning, Quantification, and Forecasting

  • Lead council-level coordination of ITN quantification and forecasting activities.
  • Oversee validation of planning assumptions, allocation methods, and council targets.
  • Ensure high-quality council microplanning processes to support implementation readiness.

2. Supply Chain and Logistics Coordination

  • Coordinate ITN supply chain activities from council receipt to last-mile distribution.
  • Liaise with ITN distribution vendors to monitor shipments, delivery schedules, and quantities.
  • Identify, escalate, and resolve logistics and supply chain challenges promptly.

3. Distribution and Implementation Oversight

  • Coordinate ITN distribution activities across assigned councils.
  • Ensure efficient implementation according to approved campaign plans.
  • Monitor campaign progress and address implementation gaps affecting coverage and performance.
  • Ensure proper documentation, verification, reconciliation, and reporting of ITNs received and distributed.

4. Coordination and Stakeholder Engagement

  • Facilitate collaboration between the RISE project and implementation partners.
  • Represent the project in council-level ITN technical and coordination meetings.
  • Identify and manage risks related to planning, logistics, storage, distribution, and accountability.

5. Data Management, Monitoring, and Accountability

  • Oversee collection, analysis, and utilization of ITN data.
  • Monitor stock status, coverage, and key performance indicators.
  • Strengthen documentation systems for ITN reconciliation across distribution points.
  • Support verification activities, including sample-based end-user confirmation where applicable.

Required Qualifications

  • Bachelor’s degree in:
    • Public Administration
    • Community Development
    • Health Systems Management
    • Public Policy
    • Advocacy
    • or another related field

    OR

  • A lower qualification with at least six (6) years of progressive experience in local government and community engagement.

Additional requirements:

  • Minimum 5 years of experience managing council-level activities through local government structures.
  • Experience working with Council Health Management Teams (CHMTs) and Ward Development Committees (WDCs) is preferred.
  • Minimum 3 years of experience managing donor-funded health programs in Tanzania.
  • Knowledge of US Government (USG) funded programs is an advantage.
  • Experience coordinating health facility and community health programs.
  • Experience supporting advocacy and integration of donor-funded health programs within local government systems.
  • Strong relationship management skills with district and sub-district government officials.
  • Excellent written and spoken English and Kiswahili.
  • Strong self-management, adaptability, diplomacy, and ability to work under pressure.

Preferred Qualifications

  • Ability to operate a motorcycle with a valid riding license, or willingness to obtain one within three months of appointment.
  • Proficiency in Microsoft Office (Word, PowerPoint, Outlook, Email).
  • Willingness to live in any district within Lindi Region.
  • Ability and willingness to travel up to 50% of the time.
