Project Background
The anticipated project is Advancing Gender Equality in Tanzania (PAMOJA), a World Bank–IDA financed initiative implemented by the Government of Tanzania through the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG) in collaboration with the Ministry of Community Development, Gender, Women and Special Groups (MoCDGWSG).
The project will cover:
- 40 district councils across 10 regions in Mainland Tanzania
- 8 districts across 4 regions in Zanzibar
PAMOJA aims to promote:
- Women’s economic empowerment
- Gender-based violence (GBV) prevention and response services
- Sustainable livelihoods for women entrepreneurs
The project will implement a Business Development Services (BDS) programme targeting approximately 7,500 Community Microfinance Groups (CMGs), mainly women-led groups.
The programme will strengthen participants’ capacity in:
- Governance
- Financial literacy
- Business development
- Access to sustainable financing
Through a Train-the-Trainer (ToT) model, PAMOJA will strengthen the capacity of local government authorities and community-based facilitators to provide high-quality business training and mentoring.
Job Purpose
The Team Leader – Business Development Services will provide overall technical and managerial leadership for the delivery of the BDS assignment across target districts in Mainland Tanzania, Unguja, and Pemba.
The role will oversee the design and implementation of a hybrid delivery model, manage multidisciplinary technical teams, and serve as the main point of contact between Plan International and project stakeholders.
The post-holder will ensure that market-driven, gender-transformative, and climate-resilient enterprise development interventions are delivered according to donor and organisational standards.
Key Responsibilities
1. Project Management
The Team Leader will:
- Provide overall technical and managerial leadership for the PAMOJA project.
- Ensure timely and quality delivery of project activities in line with:
- Annual work plans
- Donor requirements
- Plan International project management standards
- Lead the multidisciplinary expert team, including:
- Women Economic Empowerment & Gender Specialists
- Value Chain & Climate-Smart Agriculture Specialists
- Financial Literacy & Cooperative Specialists
- Training Specialists
- Design and oversee the implementation of the hybrid delivery model, including:
- Training of Trainers (ToT) for government and district focal points
- Direct training for women groups and individual enterprises
- Oversee market and value chain assessments to ensure business models are:
- Commercially viable
- Climate-resilient
- Supportive of women’s ownership and decision-making
- Develop mobilisation plans to ensure effective project coverage across Unguja and Pemba.
- Lead pilot phase testing in selected districts.
- Ensure project deliverables meet donor standards and are submitted on time.
- Ensure compliance with:
- Safeguarding policies
- PSHEA standards
- Gender equality, diversity, and inclusion policies
- Monitor project risks and ensure appropriate mitigation measures are implemented.
- Ensure project systems, including SAP and PMERL, are updated and properly maintained.
2. Stakeholder Management, Engagement and Influence
Responsibilities include:
- Represent Plan International Tanzania in regional stakeholder forums.
- Promote project objectives and strategic messages among government and development partners.
- Develop strategies that encourage programme participants to actively participate in decision-making processes.
3. Financial and Operational Management
The Team Leader will:
- Oversee PAMOJA project budgets and ensure:
- Proper planning
- Expenditure tracking
- Compliance with financial procedures
- Value for money
- Ensure accurate and timely financial and project reporting.
- Monitor efficient allocation and flow of project funds.
- Ensure compliance with internal control systems.
4. Partnership Management
The role will involve:
- Strengthening relationships with PAMOJA partners based on Plan International partnership principles.
- Supporting partner capacity building.
- Monitoring partner implementation to ensure achievement of project objectives.
- Communicating project achievements, results, and objectives to stakeholders.
5. Leadership and Staff Management
The Team Leader will:
- Lead and support a multidisciplinary project team.

Qualifications and Experience
Essential Requirements
Applicants must have:
- A Bachelor’s Degree in Business Administration, Economics, Entrepreneurship, or related field.
- Minimum five (5) years’ experience leading Business Development Services (BDS) projects.
- Demonstrated experience managing:
- World Bank-funded projects
- International donor-funded programmes
- Successful completion of at least two similar business development assignments within the last three years.
- Strong expertise in:
- Market systems development
- Strategic planning
- Enterprise development
- Economic empowerment programmes
Knowledge and Additional Skills
Candidates should have:
- Experience implementing projects in:
- Mainland Tanzania
- Zanzibar
- Coastal regions
- Previous experience working in Zanzibar is an advantage.
- Working proficiency in Kiswahili.
- Strong English writing and presentation skills.
- Knowledge of:
- Blue Economy initiatives
- Community-based economic empowerment models
- Climate Smart Agriculture practices
