Job Summary

The Data Officer will support the implementation of monitoring and evaluation (M&E) activities by ensuring high-quality data collection, management, analysis, reporting, and performance monitoring. The role involves providing technical support for evidence-based decision-making, maintaining project databases, and ensuring compliance with UMATI’s monitoring and evaluation systems.

Key Duties and Responsibilities

Data Management

  • Conduct regular data collection and ensure data quality through random verification and validation.
  • Record, manage, and securely preserve monitoring and evaluation (M&E) data.
  • Perform data cleaning, quality checks, and data verification.
  • Maintain project databases and ensure data accessibility.

Monitoring and Evaluation

  • Analyze monitoring data and present findings for decision-making.
  • Provide technical support on M&E and evidence-based recommendations to the Project Manager and project partners.
  • Ensure project implementation complies with UMATI’s monitoring and evaluation framework.
  • Support monitoring and evaluation of project outcomes and impact.
  • Assist in coordinating M&E activities across all project components.
  • Support project staff in the use of M&E tools and systems.

Reporting

  • Prepare inputs, statistics, and information for quarterly, biannual, annual, and other project reports.
  • Participate in annual project reviews and planning workshops.
  • Assist project management in preparing technical and performance reports.
  • Identify lessons learned and develop case studies highlighting project achievements and qualitative outcomes.

Risk Management and Performance Improvement

  • Support UMATI management in identifying and managing field-related project risks.
  • Advise supervisors on improving project performance using M&E findings.
  • Support the Monitoring and Evaluation team with additional tasks as assigned.

Qualifications

Education

  • Bachelor’s degree in:
    • Statistics
    • Demography
    • Public Policy
    • Economics
    • Or a related field.

Added Advantage

  • Master’s degree in Monitoring and Evaluation (M&E), Statistics, Demography, Economics, or a related discipline.

Experience

Applicants should have:

  • At least four (4) years of experience in designing and implementing monitoring and evaluation activities for health, gender, or international development projects.
  • Experience in strategic planning and performance measurement, including:
    • Indicator selection
    • Target setting
    • Performance reporting
    • Database management
    • Development of M&E and performance monitoring plans
  • Experience designing data collection tools, data analysis methods, and report preparation.
  • Experience managing M&E activities in donor-funded programmes (added advantage).
  • Experience using quantitative and qualitative data analysis tools and statistical software.

Required Knowledge and Skills

The successful candidate should possess:

  • Strong knowledge of qualitative, quantitative, mixed-method, and impact evaluation methodologies.
  • Experience designing and managing project M&E systems from project initiation to completion.
  • Strong research, monitoring, and evaluation skills.
  • Excellent analytical, report writing, and presentation skills.
  • Good planning and organizational skills.
  • Advanced computer skills, particularly in:
    • Microsoft Excel
    • Microsoft Office applications
    • Statistical analysis software
  • Familiarity with impact assessment methodologies (added advantage).
  • Excellent time management and task prioritization skills.
  • Ability to work under pressure and adapt to changing environments.
  • Cultural awareness and gender sensitivity.
  • Ability to work independently with minimal supervision.
  • Excellent communication, teamwork, coaching, and mentoring skills.
  • Fluency in both English and Kiswahili (written and spoken).
