Tembo Nickel Corporation (“Tembo”) is an operational company established through the Framework Agreement signed on 19 January 2021 between Kabanga Nickel Limited and the Government of Tanzania for the development of the Kabanga Nickel Deposits in Ngara District.
Tembo Nickel is owned:
- 84% by Kabanga Nickel Limited
- 16% by the Government of Tanzania
The Kabanga Project is a fully integrated greenfield mining development that will produce nickel, copper, and cobalt for the global market. It is recognized as one of the world’s largest undeveloped high-grade nickel sulphide deposits and is expected to contribute significantly to Tanzania’s economic and social development.
1. HEAD OF COMMUNITY AND RESETTLEMENT

Travel Requirement
Frequent travel to the Kabanga Project Site.
Position Summary
The Head of Community and Resettlement provides strategic leadership, governance oversight, and executive-level direction for all community relations and resettlement activities.
The role is responsible for ensuring the company maintains a strong social license to operate while meeting commitments to communities, government authorities, investors, lenders, and regulators.
The position oversees:
- Resettlement Implementation
- Government & Community Relations
- Livelihood Restoration
- Monitoring, Evaluation & Learning (MEL)
The successful candidate will ensure compliance with IFC Performance Standards, national legislation, and corporate objectives while managing social and reputational risks across the project lifecycle.
Key Responsibilities
Strategic Leadership & Governance
- Lead and oversee the Community and Resettlement function.
- Advise Executive Leadership on social performance and stakeholder expectations.
- Develop and implement Social Performance Strategy.
- Establish governance frameworks and quality assurance systems.
- Represent the company in engagements with government, lenders, auditors, and stakeholders.
Resettlement, Livelihoods & Community Relations
- Provide oversight of all resettlement and livelihood restoration activities.
- Ensure compliance with IFC PS5 and Tanzanian legal requirements.
- Drive sustainable improvements in the livelihoods of Project Affected Persons (PAPs).
- Strengthen trust and maintain positive community relationships.
- Promote evidence-based decision-making through MEL systems.
Stakeholder Engagement
- Lead engagement with regional and national government authorities.
- Ensure culturally appropriate and inclusive stakeholder engagement.
- Oversee grievance management and stakeholder issue resolution.
Social Risk Management & Compliance
- Identify and manage social and reputational risks.
- Ensure compliance with:
- IFC Performance Standards
- Equator Principles
- UN Guiding Principles on Business and Human Rights (UNGPs)
- Tanzanian legislation
- Lender requirements
- Lead internal and external audits.
Planning & Reporting
- Develop annual Social Performance plans and budgets.
- Prepare reports for management, lenders, and government.
- Lead social reporting for sustainability reporting requirements.
- Ensure strong documentation and data integrity.
Team Leadership

2. RESETTLEMENT MANAGER

Position Summary
The Resettlement Manager will lead the planning, implementation, and governance of a complex multi-year Resettlement Action Plan (RAP).
The role ensures that:
- Land acquisition
- Compensation
- Physical relocation
- Livelihood restoration
are delivered ethically, transparently, and in compliance with IFC Performance Standard 5 and Tanzanian legislation.
The position serves as a key advisor to management on resettlement performance, compliance, and social risks.
Key Responsibilities
Strategic Leadership & Governance
- Lead RAP implementation from planning through completion.
- Advise management on resettlement risks and mitigation measures.
- Establish governance and quality assurance systems.
- Represent the company before government, lenders, auditors, and stakeholders.
Resettlement Planning & Execution
- Oversee:
- Land acquisition
- Notice to Vacate processes
- Relocation activities
- Transitional support programs
- Livelihood restoration initiatives
- Ensure safe and culturally appropriate relocation of households and graves.
- Coordinate with construction teams regarding housing development.
- Track and verify commitments made to Project Affected Persons (PAPs).
Team Leadership
- Lead resettlement officers and technical teams.
- Provide coaching and performance management.
- Promote accountability and high performance.
Stakeholder Engagement & Grievance Management
- Support senior government engagements.
- Coordinate community engagement activities.
- Manage resettlement-related grievances.
- Ensure vulnerable households receive appropriate support.
Risk Management & Compliance
- Identify and mitigate social and operational risks.
- Ensure compliance with:
- IFC PS5
- Investor requirements
- Audit recommendations
- Regulatory obligations
Monitoring & Reporting
- Work closely with MEL teams.
- Track livelihood restoration outcomes.
- Produce reports for management, lenders, and government authorities.
- Incorporate lessons learned into ongoing implementation.
Health, Safety & Conduct
- Ensure all activities comply with HSE standards.
- Report incidents and community-related risks promptly.
