Job Purpose
The Budget and Programming Associate will provide specialized support in planning, monitoring, and analyzing project financial performance to ensure the effective and efficient use of resources.
The role contributes to budget planning, fund management, expenditure forecasting, reporting, and operational decision-making.
Key Responsibilities
Budget Planning and Monitoring
- Review budget plans and monitor project financial performance.
- Analyze expenditures and recommend corrective actions.
- Ensure compliance with WFP financial policies and procedures.
- Support optimal allocation and utilization of resources.
Fund and Grant Management
- Analyze grant and fund balances.
- Identify funding surpluses and deficits.
- Recommend corrective measures to improve fund utilization.
- Support informed management decision-making.
Pipeline Management
- Support efficient monitoring of operational pipelines.
- Help prevent and resolve pipeline breaks.
- Enhance operational effectiveness through proactive planning.
Financial Systems and Process Improvement
- Contribute to improvements in:
- Budget management systems
- Expenditure forecasting tools
- Internal processes
- Corporate financial systems
Budget Data Management
- Enter project budgets and revisions into corporate systems.
- Ensure accuracy and timeliness of financial information.
- Maintain reliable records for planning and reporting purposes.
Reporting and Analysis
- Compile, review, and analyze financial and operational data.
- Maintain accurate records and documentation.
- Prepare periodic and ad hoc reports for internal and external stakeholders.
Resource Management Committee Support
- Provide inputs to the Country Office Resource Management Committee (RMC).
- Support resource prioritization and planning processes.
Supply Line Management
- Support activation and deactivation of Global Commodity Management Facility (GCMF) supply lines where necessary.
- Participate in knowledge-sharing initiatives.
- Support stock allocation decision-making processes.
Stakeholder Coordination
- Communicate with internal stakeholders regarding:
- Fund management
- Budget issues
- Financial discrepancies
- Support effective utilization of project funds.
Staff Support and Capacity Building
- Provide guidance to support staff on:
- Budget planning
- Fund management
- Operational planning
- Contribute to learning and professional development initiatives.
Emergency Preparedness
- Support emergency preparedness activities.
- Help ensure rapid deployment of resources during crises and emergencies.
Other Duties
- Perform additional responsibilities as assigned.
Qualifications
Education
Applicants must have:
- Completion of Secondary Education.
- A Post-Secondary Certificate in a related functional area.
Experience
Minimum Requirements
- Six (6) or more years of progressively responsible work experience in a relevant business support or administrative field.
- Experience in general administrative and operational support functions.
Desired Experience
- Experience supporting:
- Budget monitoring
- Resource planning
- Pipeline management
- Supply chain operations
- Experience with budget and allotment management within WFP or similar systems.
- Understanding of financial and information management systems used in operational environments.
Additional Desired Experience
- Experience conducting financial and operational analyses.
- Experience presenting information to diverse audiences.
- Experience preparing and managing operational budgets.
- Experience handling large datasets and transforming data into actionable insights.
Language Requirements
Applicants must demonstrate:
- Fluency in written and spoken English.
- Fluency in the language used at the duty station, where applicable.
