Business Development Support Coordinator & Private Sector Engagement (PSE) Focal Person

Job Responsibilities

Under the supervision of the Vocational Skills Development Manager, the Business Development Support (BDS) Coordinator & Private Sector Engagement (PSE) Focal Person will be responsible for supporting youth upskilling, enterprise growth, vocational skills development, and private sector engagement across the project.

Key Responsibilities

  • Lead the facilitation of youth upskilling and enterprise growth support programmes under Outcome 3, including developing annual work plans and budgets.
  • Support the implementation of Youth Vocational Skills Development Programmes under Outcome 2 in Morogoro.
  • Facilitate private sector engagement across the project and its interventions.

Key Tasks and Duties

1. Implementation of Youth Upskilling and Business Growth Support Programme

The Business Development Support Coordinator will:

  • Identify barriers to the growth of youth-led enterprises and co-create solutions with the SET technical team.
  • Lead the design of the youth upskilling and enterprise growth support model and adjust it based on evidence.
  • Design activities that strengthen linkages with:
    • Upskilling providers
    • Business development service providers
    • Markets
    • Financial service providers
  • Support the development of financial products for youth where applicable.
  • Identify suitable training providers and business support organizations as project partners.
  • Manage procurement and tender processes in accordance with project guidelines.
  • Coordinate implementation of the upskilling and business growth support programme with support from the Youth Training Coordinator.
  • Develop monitoring tools for Outcome 3 together with the Monitoring & Evaluation (M&E) Coordinator.

2. Support Implementation of Youth Vocational Skills Development Programmes

The coordinator will:

  • Identify vocational skills development opportunities and employment/self-employment pathways through training providers in Morogoro.
  • Support procurement and tendering processes for training providers.
  • Manage contracts with training providers.
  • Ensure timely submission of reports by training providers.
  • Conduct quality assurance of youth training programmes.
  • Ensure training providers implement monitoring activities according to Swisscontact Monitoring, Evaluation and Learning (MEL) procedures.
  • Conduct regular joint monitoring visits with training providers.

3. Facilitate Private Sector Engagement

The successful candidate will:

  • Mainstream private sector engagement throughout the SET project cycle.
  • Identify private sector enterprises as potential project partners.
  • Support training providers in establishing private sector linkages.
  • Develop, facilitate, and supervise private sector engagement activities.
  • Deliver training on private sector engagement concepts and analysis where required.
  • Monitor private sector engagement activities.
  • Ensure data is properly disaggregated.
  • Ensure timely reporting of private sector engagement activities.
  • Keep up to date with innovations in private sector engagement within vocational skills development.

4. Other Responsibilities

The Business Development Support Coordinator will also:

  • Contribute to SET project reports, budgets, and work plans for submission to the Government and SDC.
  • Share lessons learned, challenges, and insights with the Monitoring, Evaluation & Learning (MEL) unit.
  • Contribute to cross-project learning and development of knowledge products.
  • Participate in internal learning sessions, partner exchanges, monitoring activities, and technical workshops.
  • Work closely with the MEL unit to ensure monitoring data quality.
  • Participate in MEL meetings when required.
  • Support the integration of:
    • Gender Equality and Social Inclusion (GESI)
    • Climate change considerations
      across all project interventions.
  • Follow Swisscontact’s policies, procedures, Code of Conduct, and Country Manual.
  • Perform any other duties assigned by the Vocational Skills Development Manager.

Required Qualifications, Experience, and Competencies

Applicants should possess:

Education

  • Bachelor’s degree in:
    • Economics
    • Community Development
    • Entrepreneurship
    • Or another related field

Experience

  • Minimum of five (5) years of progressive experience in:
    • Business Development Support
    • Entrepreneurship
    • Private Sector Engagement
    • Youth Development
    • Livelihood Development
  • Proven experience designing and implementing youth upskilling and business development support programmes.
  • Experience working with:
    • Training providers
    • Micro, Small and Medium Enterprises (MSMEs)
  • Demonstrated ability to:
    • Engage private sector actors
    • Build strategic partnerships
    • Facilitate market linkages
    • Create employment opportunities
  • Experience coordinating multiple partners and facilitating trainings and workshops.
  • Practical experience in project monitoring and collaboration with Monitoring, Evaluation and Learning (MEL) teams is an added advantage.
  • Experience contributing to project planning, budgeting, and reporting to donors or government institutions is an asset.
  • Experience working with youth, young mothers, or marginalized groups is a strong advantage.
  • Basic understanding of:
    • Gender Equality and Social Inclusion (GESI)
    • Environmental sustainability
    • Climate change integration in youth and vocational programmes

Skills and Competencies

  • Excellent communication and interpersonal skills.
  • Strong teamwork skills with the ability to work independently under minimal supervision.
  • Ability to supervise and mentor junior staff.
  • Strong organizational and administrative skills with high attention to detail.
  • Good written and spoken English and Kiswahili.
  • Results-oriented with empathy, initiative, and strong professional ethics.

Duty Station

Primary Location: Morogoro, Tanzania

The position requires regular travel to other locations within Tanzania.
