Background of the Organization

Zambia Cargo and Logistics Limited (ZCL) is a regional logistics service provider wholly owned by the Government of the Republic of Zambia (GRZ) through the Industrial Development Corporation (IDC).

The company operates:

  • Terminals in Dar es Salaam and Walvis Bay
  • An operating centre in Ndola

ZCL is inviting applications from suitably qualified Tanzanians to fill the following vacant position:


Customs Clearing Officer – 2 Posts

(A) Required Qualifications

Applicants must possess:

  • Diploma or Bachelor’s Degree in:
    • Customs Management
    • Logistics
    • Supply Chain Management
    • Or a related field
  • Certification in customs clearing or international trade such as:
    • FIATA Diploma
    • Or relevant customs certification
  • 3–5 years of experience in:
    • Customs clearing
    • Freight forwarding
    • Logistics operations
  • Extensive experience with:
    • Customs documentation
    • Clearance procedures
    • Tariff codes
  • Experience working with customs authorities and regulatory bodies to facilitate import and export operations
  • Thorough understanding of:
    • Customs regulations
    • Import/export laws
    • Tariff classifications
  • Familiarity with:
    • Customs brokerage
    • Valuation methods
    • Duty and tax calculations

(B) Personal Attributes

Successful candidates should demonstrate:

  • Proficiency in customs clearing software and systems such as ASYCUDA or related platforms
  • Strong organizational and time management skills
  • Excellent attention to detail in documentation and tariff coding
  • Strong communication and negotiation skills
  • Ability to liaise effectively with customs authorities and resolve clearance issues

(C) Duties and Responsibilities

The successful candidate will be responsible for:

Customs Documentation & Clearance

  • Preparing, reviewing, and submitting customs declarations for imports and exports
  • Completing and processing required documentation including:
    • Bills of entry
    • Certificates of origin
    • Commercial invoices
    • Tariff codes
  • Ensuring compliance with customs regulations and procedures

Coordination & Logistics Support

  • Liaising with customs authorities to ensure timely clearance of goods
  • Coordinating with:
    • Freight forwarders
    • Transporters
    • Warehouse teams
  • Facilitating smooth delivery of goods after clearance

Tariff Classification & Compliance

  • Correctly classifying goods according to Harmonized System (HS) codes
  • Ensuring accurate duty and tax calculations
  • Maintaining updated knowledge of:
    • Tariff schedules
    • Duty rates
    • Exemptions
    • Import/export procedures

Client Support & Advisory

  • Advising clients on:
    • Customs regulations
    • Tax obligations
    • Import/export restrictions
  • Handling disputes, delays, and customs queries

Reporting & Risk Management

  • Conducting internal checks and audits of customs documentation
  • Maintaining records of:
    • Customs declarations
    • Payments
    • Clearance transactions
  • Preparing reports on:
    • Clearance performance
    • Costs
    • Turnaround time
  • Identifying risks and recommending corrective actions
  • Ensuring proper documentation and insurance coverage for goods handled through customs

Other Duties

  • Performing any other duties assigned by the reporting supervisor
