Position Summary
The HR Senior Officer provides strategic and operational human resources support to UNOPS offices worldwide through short-term surge deployments. The role supports offices facing urgent HR capacity needs by implementing HR policies, improving HR operations, advising management, and strengthening people management practices.
The position may involve providing HR advisory services, improving existing HR functions, or temporarily leading HR operations depending on assignment requirements.
Key Responsibilities
HR Policy Development and Implementation
- Support HR policy development and corporate HR initiatives through workforce data analysis, insights, and best practices.
- Implement corporate HR strategies aligned with organizational priorities.
- Design and manage HR projects that support business objectives.
- Develop workforce planning initiatives to improve service delivery and optimize workflows.
- Monitor workforce trends and provide recommendations to management.
- Communicate HR policy changes and new initiatives to employees and managers.
- Maintain HR analytics and workforce data to support evidence-based decision-making.
HR Advisory Services
- Provide strategic HR advice on policies, procedures, and employee management matters.
- Deliver HR services and programs that improve employee experience.
- Support management in handling complex employee relations matters, including:
- Grievances.
- Workplace disputes.
- Code of conduct issues.
- Harassment and misconduct cases.
- Performance improvement processes.
- Coach managers on effective leadership and application of HR policies.
- Support learning and development planning.
- Promote gender equality, diversity, inclusion, and workplace equity initiatives.
Talent Acquisition and HR Management
- Oversee recruitment and talent management processes, including:
- Workforce planning.
- Job classification.
- Recruitment.
- Onboarding.
- Performance management.
- Learning and development.
- Compensation and benefits administration.
- Contract administration.
- Manage different contractual arrangements, including:
- Loans.
- Exchanges.
- Secondments.
- Support talent realignment exercises, including sourcing, selection, placement, and transition activities.
- Develop strategies to attract, develop, and retain critical talent.
Team Management
- Supervise HR teams to ensure delivery of quality HR services across assigned locations.
- Ensure effective coordination and achievement of HR objectives.
Knowledge Management and Learning
- Support HR training sessions and learning activities.
- Participate in HR communities of practice and knowledge-sharing initiatives.
- Conduct HR research and contribute to reports, briefing notes, and analytical documents.
- Capture lessons learned and support continuous improvement of HR processes.
Education Requirements
Required
Applicants must have either:
- Bachelor’s Degree (or equivalent) in any discipline with 4 years of relevant experience,
OR - Master’s Degree (or equivalent) in any discipline or related field with 2 years of relevant experience.
Preferred
- Professional certification in Human Resource Management (HRM) from a recognized national or international institution.

- Experience working within the UN system or humanitarian environments.
