Role Purpose

The Managing Director serves as the Chief Executive Officer and highest-ranking staff member of Kilimo Afya Trust.

The role provides strategic leadership and overall accountability for:

  • Organizational performance
  • Program delivery and impact
  • Financial stewardship
  • Governance and compliance
  • Resource mobilization
  • Stakeholder engagement
  • Institutional sustainability

The MD will drive the Trust’s mission of supporting sustainable agriculture through initiatives such as:

  • Organic farming
  • Agroecology
  • Permaculture
  • Agricultural value chain development
  • Capacity building for agricultural stakeholders
  • Improved access to agricultural products and services

Key Responsibilities

1. Strategic Leadership & Institutional Direction

Strategic Planning

  • Lead the development and implementation of the Trust’s five-year Strategic Plan.
  • Translate strategic objectives into annual work plans and budgets.
  • Monitor strategic performance and adapt plans based on emerging needs and evidence.

Organizational Governance

  • Ensure compliance with:
    • Trust Deed
    • Board directives
    • Governance policies
    • Tanzanian laws and regulations
  • Advise leadership on governance obligations.
  • Lead preparation and presentation of annual reports.

Institutional Innovation

  • Promote evidence-based decision-making.
  • Drive organizational learning and adaptive management.
  • Identify opportunities to improve programs, systems, and service delivery.

2. Program Management & Impact Delivery

Program Oversight

  • Provide executive leadership for agricultural development programs.
  • Ensure programs are results-oriented and evidence-based.
  • Review and approve:
    • Program frameworks
    • Theories of Change
    • MEAL systems and frameworks

Loan Portfolio Management

  • Provide strategic oversight of the Trust’s loan portfolio.
  • Monitor:
    • Portfolio quality
    • Portfolio-at-Risk (PAR)
    • Repayment rates
    • Non-Performing Loans (NPLs)
  • Ensure effective borrower selection and credit risk management systems.

Safeguarding & Beneficiary Protection

  • Champion safeguarding across all organizational activities.
  • Ensure staff safeguarding training and reporting mechanisms.
  • Promote zero tolerance for safeguarding violations.

3. Financial Stewardship & Resource Mobilization

Financial Management

  • Ensure financial sustainability and accountability.
  • Lead annual budgeting processes.
  • Oversee financial reporting and audits.
  • Ensure compliance with:
    • IFRS
    • Donor regulations
    • Financial policies

Resource Mobilization & Donor Relations

  • Lead fundraising and grant acquisition efforts.
  • Develop and maintain donor relationships.
  • Identify opportunities with:
    • Donors
    • Development Finance Institutions (DFIs)
    • Impact investors
  • Support proposal and concept note development.

Asset Protection

  • Safeguard organizational assets.
  • Ensure procurement integrity and value for money.
  • Respond decisively to fraud and financial misconduct.

4. Board Engagement & Governance Reporting

Board Relations

  • Serve as the primary liaison between management and the Board of Trustees.
  • Prepare and present:
    • Quarterly reports
    • Annual reports
    • Risk reports
    • Financial reports
    • Program performance reports

Committee Support

  • Coordinate Board committee activities.
  • Ensure implementation of Board resolutions.
  • Support Board meetings, retreats, and special sessions.

Governance Systems

  • Maintain governance instruments including:
    • Trust Deed
    • Board Charter
    • Committee Terms of Reference
    • Policy Manuals
  • Lead governance reviews and reforms where necessary.

5. Human Capital & Organizational Culture

People Leadership

  • Lead and develop the Senior Management Team.
  • Establish performance expectations and accountability systems.
  • Support succession planning and talent development.

HR Governance

  • Ensure compliance with Tanzania’s Employment and Labour Relations Act (ELRA).
  • Oversee recruitment and onboarding of senior staff.
  • Manage disciplinary processes fairly and transparently.

Organizational Culture

  • Promote:

  • Lead employee engagement initiatives.

6. Stakeholder Engagement & Institutional Partnerships

Government & Regulatory Relations

  • Represent the Trust before:
    • Government ministries
    • Regulatory agencies
    • Policy forums
  • Ensure compliance with statutory requirements.

Donor & Partner Relations

  • Build and sustain partnerships with:
    • NGOs
    • Development partners
    • Private sector organizations
    • International agencies
  • Represent the Trust at conferences and forums.

Community Accountability

  • Strengthen beneficiary feedback mechanisms.
  • Promote participatory program design and evaluation.
  • Ensure responsiveness to community needs.

Minimum Qualifications

Education

Applicants must possess:

  • Master’s Degree in:
    • Development Studies
    • Project Management
    • Agriculture
    • Finance
    • Business Administration
    • Public Administration
    • Law
    • Economics
    • Related field

Additional executive leadership certifications will be an added advantage.


Required Experience

  • Minimum 10 years of progressive professional experience.
  • At least 5 years in a senior executive leadership position.
  • Experience in:
    • Agriculture
    • Development sector
    • Microfinance
    • Nonprofit management
    • Development finance
  • Demonstrated experience leading multidisciplinary teams.
  • Proven success in:
    • Strategic planning
    • Financial management
    • Fundraising
    • Donor engagement
  • Experience reporting to a Board of Trustees or equivalent governing body.
  • Strong experience in:
    • Programme management
    • MEAL systems
    • Impact measurement
    • Audit management
    • IFRS reporting

Language Requirements

  • Fluency in English and Kiswahili (written and spoken).
